The State of Kuwait and the United Nation Development Program (UNDP) have a rich history of partnership and cooperation that dates back to 1968. The Government of Kuwait has requested continued support in implementing the National and Integrated Traffic and Transport Strategy 2010-2020 (NITTS) for Kuwait, to create a sustainable and safe transport system.
UNDP will provide support for the Strategy by implementing the National Traffic Management Project 2010 – 2014 (NTMP) which includes : - Building an Integrated Traffic Information System, with road accidents, offences, traffic, transport and GIS functions, and link to relevant agencies;
- National Accident Blackspot Scheme;
- Establishment of a National Traffic Training Center of Excellence (NTTCE), and provide training for the national cadres.

Duties and Responsibilities |
- Meetings with the Project Team;
- Meetings with senior officers of the General Directorates of Traffic;
- Meetings with the traffic police and engineers of relevant organisations;
- Meeting with current traffic training officers of the Ministry of Interior;
- Meetings with relevant partners and target beneficiaries especially the Ministry of Public Works, and Municipality of Kuwait;
- Desk review of relevant documents: e.g. NITTS, accident level, and traffic police operations;
- Site visit to assess the current road network operations enforcement;
- Participation at the national training workshop which will be attended by the cadres of the Ministry of Interior and relevant Ministries.
Objectives: The objective of the assignment is to promote community awareness and education, and establishment of traffic awareness units within the General Directorate of Traffic, to reinforce safe driving, improve road user behaviors, encourage safer vehicles, enhance traffic operations, maintain community confidence, and implement efficient road policing strategy, in partnership with relevant organizations. Expected Outputs: The consultant will report to the Project Technical Director. Expected outputs include: - Progress report including the field visit, meeting, review, and workshop outcomes, and recommendations regarding establishment of traffic awareness units and management of efficient road transport system;
- Training and advice for the traffic police and engineers;
- Presentation of high quality papers at the national training workshop regarding best practice in the areas of institutional reform, capacity building, and community awareness;
- Provide knowledge that promote leadership in various policing and transport areas, and contribute to the reduction of road accidents, and enhance traffic operations;
- Other requirements.
Duration of Assignment: Assignment of the Traffic Police Consultant (Community Awareness and Education) will be for one week as of 20 November 2011.

Competencies |
The consultant should demonstrate diverse skills in various areas of community awareness and education, traffic policing training, and knowledge transfer, including, but not necessarily be limited to, the following. Achieving Results - Leadership role in large police organisation, and meeting targets;
- Proven record of delivering awareness and education programmes for police officers, community and engineers;
- Experience in the implementation of complex road safety, enforcement and traffic management strategy, associated with road user education, driver improvement scheme, and effective techniques of vehicle examination techniques;
- Appreciation of requirement of data collection and information;
- Ensures work contributes to achieving organization and national goals.
Technical Knowledge - Knowledge of the requirement of traffic education and awareness programmes, proven record of providing training, with strong appreciation of the benefit of link with schools, hospitals, government agencies, private sector, and others;
- Application of effective traffic police enforcement programs and road safety strategy through use of scientific knowledge, to deter unsafe and unacceptable driving behavior on the road networks;
- Ability to strengthen skills of traffic police and engineers to engender their leadership role;
- Promotion of clever management practice to overcome problem of limited resources, knowledge in the modern traffic issues and relevant disciplines;
- Awareness of relevant transport areas such as media publicity, driver license, patrol, vehicle registration, traffic light system, public transport operations, heavy vehicle management, traffic camera, road users, enforcement, and coordination.
Client Orientation - Understanding community needs, and requirement of dealing with member of the public and stakeholders.
Staff Knowledge - Ability to transfer knowledge and help staff to find a variety of ways to expand knowledge, and provide sustainable training program.

Required Skills and Experience |
- Degree from an accredited police university or college and rank of Superintendent, Police Manager, or others, which are equivalent to PhD;
- More than 20 years of relevant professional work experience after graduation;
- Strong communication, problem solving, and organizational skills;
- Fluent in English;
- Awareness of principles of transport planning, roads, urban planning, and information systems;
- Experience in implementing successful community awareness and education schemes and training programmes, promotion of integrated road safety and traffic management strategy and achieving outcomes;
- Leadership in management of road policing department, and appreciation of traffic enforcement requirements.
