Consultancy: Support to DRC Emergency Food Security and Livelihoods (EFSL) Market-based Programming & Emergency Preparedness
Time Frame: 55 days starting ASAP.
Skills: Spoken French essential, reports to be written in either English or French. Experience of Market Mapping; Value Chain Analysis; Stakeholder /Conflict Analysis; HEA. Knowledge of the operational and political context in E. DRC.
Expected Output: 1. Market map & Value Chain Report 2. Cash Transfer Systems Map & Report (Informal & Formal) 3. Based on the above – E.DRC Emergency Preparedness Plan
The following Activities form the framework for the above:
General market mapping of the relationship between the internal markets of Goma, Butembo/Beni/Bunia, and South Kivu + cross-border Uganda, Rwanda, Burundi: outline their relationship with OGB EFSL operational areas (Beni, S.Ituri & Mweso + S.Kivu). Value chains of 3 staple commodities (Beans, Maize & Cassava) and the links to/from OGB EFSL operational areas. On the above, conduct a comprehensive stakeholder analysis highlighting power relations/ risks to market relations & value chains linked to conflict and identifying key strategies the markets use cope/ adapt to differing levels of conflict. (4 weeks)
Mapping of financial services/transfer opportunities both formal & informal. Outline the relationship with the two, indentify risks and opportunities for OGB programming; outline steps to be taken to engage with it, possible blockers and estimated lead times. Mapping available mobile transfer options, identify risks and opportunities for use in OGB Programming, outline steps to be taken to engage with it, possible blockers and estimated lead times. Conduct a comprehensive stakeholder analysis highlighting power relations & identifying possible social or political risks. (3 Weeks)
Lead on preparing & writing OGB E.DRC Emergency Preparedness Plan in close collaboration with the DRC EFSL Coordinator and the Regional EFSL Advisor, Nairobi, with input from the relevant provincial coordinators, Protection Coordinator and Business Support Services. Documents to be prepared: 1. Overall Strategy & outline of Scenarios (1 page) 2. Concept Note linked to each Scenario with identified triggers ( 1-3 Pages) 3. Outline Budget 4. HR Mapping 5. Organogram linking it to the wider OGB E.Prep Plan and ongoing operations 6. Donor identification. (1 Week)
Reporting lines: The Consultant will report to Oxfam GB’s EFSL Coordinator for the DRC.
