DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need.
PRIMARY PURPOSE OF THE POSITION
Guided by ARC’s Administrative & logistics framework the Logistics & Procurement Officer will Plan, Implement, Execute and/or supervise and coordinate logistics and procurement (goods and services); whilst at all times conforming to ARCs Logistics & Procurement Policies and procedures while adhering to sphere standards.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Logistics Management • Arrange customs clearance, booking, travel and visa requirements for expat staff, volunteers and visitors. • Liaise with suppliers, NGOs, and represent ARC at logistics cluster meeting. • Maintain efficient inventory system and coding of all items and proper filing and recording system. • Maintain up-to-date list of major vendors, suppliers and service providers in Somalia/Mogadishu. • Ensure adequate security, supervise guards, and maintain control on all ARC properties and facilities. • Document all Warehouse activities in the most updated and efficient manner. • Make sure that all the GIK are tracking and distributed to the beneficiary with ARC form and procedures • Ensure all reports are produced on time and are consistently of a high quality. • Ensure the smooth running of offices and staff houses; ensuring that adequate supplies, staffing and support systems are in place. • Ensure that the ARC procedures for procurement purchasing and storage of goods and services are in place and meet ARC requirements. • Coordinate all transport of goods and personnel including internal/local flight schedules in liaison with his/her counter parts as appropriate. • Manage in-country fleet ; vehicle insurance contracts, and ensure that all transport users are familiar with the provisions of these insurance policies; Make sure that all the vehicle have a logbook, and identification card, • Oversee the on-going maintenance and running of ARC premises. • Ensure that all issues related to taxes, travel permits, licenses, registration, etc. are managed with the approval of the Country Director as and when required.
Procurement • Plan, implement and/or supervise key services in the general administration, the procurement process including areas of asset management, property maintenance, and general supply chain and functioning. • Plan, implement and/or supervise/or coordinate logistics, procurement (goods & services) whilst conforming to donor, ARC regulations and guidelines. • Plan and Implement the internal and external statutory law that affect the procurement and logistic. • Advice the Senior Administration and Finance Officer and/or Program Manager/ on all issues related to procurement and logistics and ensure transparency and accountability in all activities. • Provide inputs to budgets and project proposals for procurement and logistics activities. • The ability to interact with all parties while maintaining and emphasizing a position of principled political neutrality and where operational independence is paramount. • Develop a system of tracking procurement and logistics requests and generate status reports. • Any other duties as assigned by supervisor.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• BS/BA degree in Administration or at least 2 years Admin-Logistics experience with international NGOs and experience in working overseas; • Logistics/Procurement/Transport/fleet management experience; stores management experience • Computer proficiency in Word, Excel, PowerPoint, Access and computerized payroll systems • Familiarity with UN and international humanitarian organizations. • Strong organizational, interpersonal, and communication skills. • Familiarity or experience with SPHERE Standards. • Ability to work well under unstable security environments, and administrative and programmatic pressures. • Demonstrated ability and flexibility to adapt to changing requirements. • Ability to work independently while being a strong team player. • English and Somalia fluency required
