I-TECH Ethiopia Leadership and Management (LMI) E-Learning CD-ROM
Project Overview:
This e-learning deliverable is a component of a larger blended-learning course on academic leadership and management for Ethiopian academic leaders working at several health science colleges in northern Ethiopia. These faculty and administrators will attend two three-day in-person trainings, and complete self-paced learning in an approximately four-six-month interval between those live sessions.
For participants, the objectives of the course include:
1. Clearly articulate challenges related to strengthening the medical and health science education system within their respective institution.
2. Describe core principles and practices of effective leadership and management.
3. Develop and implement an action plan that applies the principles of leadership and management to address the identified challenges.
4. Demonstrate skills and techniques of effective leadership and management.
The CD-ROM Product:
Because of very limited internet access in rural Ethiopia, this deliverable is a CD-ROM-based software product that will be browser-based and will be installed onto local laptop or desktop machines. The software product will provide an overall navigation interface/course wrapper within which users can navigate to individual learning modules (12) as described below, as well as several “resource sections” also described below, and through which they can download worksheets (Word or PDF) which will be saved in the local directory of their choice and completed at their own pace.
The individual modules will be narrated audio/visual segments with interactive elements. The instructional design of these modules will be completed by the I-TECH Ethiopia team in the form of an element-by-element storyboard.
Modules will include worksheets (PDF or Word templates) that will be available through the course module interface, perhaps in a persistent sidebar. Users will open the worksheets and save them to the directory of their choice on the computer. These will be developed by I-TECH.
The Scope Of Work For An Articulate Developer
I-TECH project manager and instructional designers will work with the developer to develop 12 narrated modules (approximately 1-2 hours in duration) that will be embedded into the software interface on CD-ROM.
Developer is expected to:
• Provide input on adding creative elements to storyboard/module design that take advantage of the interactive capability of the Articulate e-learning platform.
• Render a rapid prototype of each module, focused on building interactions with developer-provided scratch narration and onscreen text, for approval by project manager and module instructional designer.
• On approval of module prototype, incorporate additional visual assets provided by I-TECH, and source or design additional assets, and/or work with graphic designer, to complete imagery for each module to a state of 90-100% complete draft with scratch narration, for in-country review/approval.
• Finalize each module based on review feedback.
I-TECH will:
• Set overall design “look and feel,” color scheme, and graphic design style.
• Provide module outlines and storyboards with content and interactions
• Source images in collaboration with developer
• Develop overall CD-ROM interface in which the modules will be embedded
• Own all intellectual property developed in this project
• Select voiceover talent, record narration, provide voiceover files to developer
• Provide all worksheets, and additional resources that are not onscreen module content.
Expected Effort and Location
I-TECH expects this project will take full time effort from a developer between approximately September 7 and October 31.
I-TECH has a strong preference for a Seattle-based developer who is able to attend meetings in-person and can occasionally work on-site at the I-TECH office (adjacent to Harborview Hospital).
Compensation
I-TECH can employ either a consultant or a temporary UW staff member paid hourly. Compensation to be determined based on experience and market standards for non-profit / non-corporate e-learning development.
No benefits are offered. This is work-for-hire.
Draft Timeline:
Consultant start date September 6, 2011
First module prototyped by developer September 14
Module 2-4 scripts to developer: September 14
Modules 5-9 scripts to developer: September 30
Modules 10-12 scripts to developer: October 10
Major development and refinement: September 6-October 28
Internal QA and testing: October 31-November 14
Delivery of final master CD-ROM for replication: November 14
CDs shipped to Ethiopia: December 5
CDs must be ready for shipment to Ethiopia by December 5 to be given to trainees at the first live 3-day training, which is being held then. That ship date is non-negotiable.
