Provision of expertise in the foam sector

UNDP is one of the Implementing Agencies operating under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol (MP). UNDP's Montreal Protocol Unit (MPU) works with public and private partners in developing countries to assist in meeting the targets of the Montreal Protocol on Substances that Deplete the Ozone Layer. In addition to the MLF resources, ozone programmes funded by the GEF for the CEIT region, and those that are funded bilaterally are also managed by the Montreal Protocol Unit.
The Montreal Protocol Unit has also taken on board the coordinating role in UNDP for the Chemicals Focal Area funded by the Global Environment Facility. In addition, all chemicals related programmes for UNDP under other trust funds resources, including resources which may come on board through the Quickstart Programme (QSP) of the Strategic Approach for Integrated Chemicals Management (SAICM), are also managed by MPU.
While UNDP-MPU works with several contractors/experts in each area of activities, it is desirable that the work of several experts be coordinated technically. Therefore, this advertisement is only for companies that can offer a broad range of expertise in most of the foam sectors, and ensure coordination of the work for consistency and technical quality.

Duties and Responsibilities

This advertisement is for companies only.
Under the direct supervision of the Portfolio Managers and the overall supervision of the MP Unit Chief, the company will provide technical support for the implementation of HCFC phaseout projects in the foam sectors of all countries where UNDP is active, resolve any potential technical issue and take action as necessary to ensure successful implementation of these projects.
The company will assist MPU by monitoring, following up and providing technical support/assistance as required by the National Ozone Unit of the country and by the UNDP country office staff to resolve any outstanding technical issues and ensure the successful implementation of the programme/projects. This can include, but is not limited to, technical support and assistance, including preparation of relevant technical documentation for action by the UNDP Country Office and follow up as required to ensure that these are successfully completed, review/evaluation of technical bids from potential suppliers, and readjustment of offers to match available funding, meeting with high Government officials to provide requested information on the projects (on-going and/or under preparation), etc.
The company will assist MPU in attending conference calls with the Secretariat for discussions/negotiations on submitted projects, analyze comments from the Secretariat, donor governments and other institutions and draft technical responses, when and where needed. Brazil deliverables:
  • Responding to HPMP review issues by 30 July 2011

  • Final review of MF pilot project and final report upon completion of MF pilot project (Technical Completion Report, Hand Over Protocol) by 30 September 2011
  • Finalization of bilateral project with Italy by 30 July 2011

Dominican Republic deliverables:
  • Preparation Foam Sector Phaseout Plan (SPOP) by 30 December 2011
  • Assistance with HPMP by 30 December 2011
  • Estimated dates of missions: August, September and November 2011

El Salvador deliverables:

  • Assistance with HPMP review process by 30 July 2011
  • Technical supervision, guidance and trouble shooting Foam SPOP by 30 March 2012
  • Estimated dates of missions: September, November 2011 and February 2012

Egypt deliverables:

  • Technical supervision, guidance and trouble shooting pilot project by 30 September 2011
  • Technical supervision, guidance and trouble shooting of four on-going projects by 30 March 2012
  • Technical support for the HPMP by 30 July 2011
  • Preparation of foam SPOP by 30 September 2011

Jamaica deliverables:

Trinidad & Tobago deliverables:
  • Provide assistance with technical discussions with the Secretariat for HPMP approval by 30 July 2011

  • Estimated dates of missions: September, November 2011 and February 2012
Turkey deliverables:
  • Provide technical assistance to complete the pilot project, final review of pilot project and final report upon completion of pilot project (Technical Completion Report, Hand Over Protocol) by 30 March 2012
  • Preparation TA/Demonstration project by 30 December 2011
  • Estimated dates of missions: July, September 2011 and February 2012
Ad hoc requests:
  • As they may arise over the duration of the contract (10 days)
Interested companies are requested to provide the company's profile, CVs of the experts who will work on the above deliverables and a quotation. This quotation will include: a) for each deliverable, please quote the amount you will charge for your fees and any other cost related to the production of the report, except travel costs; b) for travel, it is expected that about three missions a year in each country will be necessary. Please quote for these missions, breaking down the amount into 1) airfaire and 2) other travel costs (other travel costs will include all other costs necessary for missions: medical examination, vaccinations, living expenses, local transportation, visas, etc,....).

Required Skills and Experience

Education:

  • Civil engineering degree, or masters in mechanical/physical and/or chemical sciences.

Experience:

  • Minimum 15 years of international experience in polyurethane and polystyrene foam technologies and their applications, with a focus on CFC and HCFC replacement technologies.
  • Experience with private sector manufacturing industries producing foam products and/or with chemical distributors selling or mixing chemicals to produce foam is essential.
  • Detailed mechanical knowledge of related production equipment.
  • Working knowledge in the areas of the Montreal Protocol focal area at international level.
  • Knowledge of UNDP implementation and procurement procedures using the NEX modality and knowledge of the MLF policies and procedures is a definite advantage
  • Demonstrated ease in engaging with high-level Government Representatives and potential recipients.
  • Extensive work related travel experience in countries listed in Duties and other regions is highly desirable.

Language:

  • Fluent use of English written and spoken, is a requirement.
  • Knowledge of other languages will be considered an asset.

Other qualifications:

  • Must be a power user of the Microsoft Office suite of products (Word, Excel, PowerPoint) and have ability to draft reports, tables, presentations, e-mails, use Internet, etc.
Evaluation Criteria
A rating of the CVs submitted will be based on the criteria listed in the qualifications below. Each criteria will be rated on a maximum of 20 points and a minimum of 90 points will be required for the company to be technically qualified. Following the technical evaluation of the CVs, the financial submissions of the companies whose CVs have obtained an overall amount of 90 points or more will be considered. The lowest bidder will be selected for this contract.
