The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.
As a humanitarian and emergency relief organization, the Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. Programmatically, NRC currently operates an integrated programme focused on four out of NRC’s usual five core activities: Education, Shelter (School Construction), Emergency Food Security and Distribution (EFSD) and Information, Counselling and Legal Assistance (ICLA). NRC Southern Sudan remains a programme in expansion. New areas of operation will be identified, assessed and programmes initiated as a continuous process in the coming years. All staff in NRC South Sudan have a specific pioneering role to play in this regard. In 2011, NRC is expanding into Warrap State to respond to the needs of the large numbers of returnees and IDPs in that state. The Protection and Advocacy Adviser reports to the NRC Country Director
Job description
■CLUSTER COORDINATION ■[in accordance with the cluster ToR] ■Map the protection capacity, programmes and activities of humanitarian actors to ensure complementarity of their work to avoid duplication and identify gaps ■Assess needs and collect and distribute data needed to inform priorities and response. ■Develop an overall Protection Cluster strategy and contribute to contingency planning ■Coordinate protection related advocacy strategies incorporating inputs from State level clusters. ■Develop tools, standards and guidelines for protection actors and provide technical support to State-level clusters. ■Ensure protection as a cross-cutting issue in the work and contingency plans of other clusters. ■Update partners on donor priorities and inform donors of cluster priorities and needs.
■ADVOCACY ■Act as the focal point for the development and implementation of NRC South Sudan’s advocacy strategy and coordinate planning and implementation of quality advocacy activities and products ■Act as the country office advocacy focal point for NRC’s global advocacy efforts ensuring information sharing across the country programme on global advocacy and protection issues. ■Conduct advocacy training for country programme staff as relevant. ■Establish and strengthen national and international strategic advocacy networks and alliances, and support the CD in engagement with the humanitarian community and authorities.
■PROTECTION ■Identify and map protection issues, gaps and concerns relevant to the context and advocacy activities and collect relevant data. ■Act as the focal point for developing NRC South Sudan’s analysis and policy on protection issues. ■Provide or facilitate training to and/or advise country office staff on International Humanitarian and Human Rights Law, Refugee Law and the Guiding Principles on Internal Displacement.
■OTHER DUTIES ■Assist with drafting/reviewing project documentation for advocacy and protection related content. ■Provide the context and protection analysis in all NRC South Sudan. ■Report regularly through NRC reporting systems on agreed indicators and initiatives. ■Any other duties assigned by the CD, as and when required We offer ■Commencement: 1. December 2011 ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions, approximately NOK 49500,- (€ 6390) per month, and free housing of moderate standard. ■South Sudan is a ‘non-family duty station’. The position will be based in Juba, in Central Equatoria State. Extensive travel to field locations inside South Sudan, with challenging road conditions, will be conducted. All our field locations are usually quiet and relatively safe, and international staff can normally move around in daylight hours without harassment or danger. Travel between the field offices and Juba is by road and air and travel outside both locations is dependent on changing security and environmental conditions. Qualifications ■PROFESSIONAL BACKGROUND ■University degree or tertiary level education relevant to human rights ■At least 5 years experience in humanitarian work, inc 3 years minimum in the field. ■At least 2 years experience in humanitarian advocacy and protection inc strategy development, planning and implementation of activities, as well as analysis and drafting. ■Sound understanding of humanitarian coordination, funding and leadership mechanisms and experience of working with protection cluster or sectoral coordination. ■Proven experience in advocacy and protection training and staff mentoring ■Demonstrated representation experience in private and public fora, inc as a media spokesperson
■ESSENTIAL SKILLS ■Sound working knowledge of protection frameworks and International Humanitarian, Human Rights and Refugee Law, as well as the Guiding Principles on Internal Displacement. ■Proven strategic advocacy skills in communication, representation, negotiation and diplomacy. ■Political, gender, cultural and security sensitivity. ■Ability to rapidly attain insight and understanding of the context in the country. ■Above average computer literacy, especially MS Office suite.
