Project Coordinator Ministry of Health - Uganda

1.0 Introduction:
The Government of Uganda has received financing from the International Development Association (IDA) toward the cost of the Uganda Health Systems Strengthening Project (UHSSP). The Government wishes to engage a Project Coordinator. These Terms of Reference (TOR) are intended for the individual who shall be assigned this exercise. A Project Coordinator will be selected in accordance with the procedures set out in the World Bank's Guidelines: Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2010.
2.0 Project Description:
The Project objective is to deliver the Uganda National Minimum Health Care Package (UNMHCP), with a focus on maternal health, newborn care and family planning through improving: human resources for health; physical health infrastructure; management and leadership; and accountability for health service delivery. The project is composed of the following components: a. Improved health workforce development and management; b. Improved physical functionality of existing health infrastructure through refurbishment and reconstruction of various health facilities in the country; c. Improved management, leadership, and accountability for effective health service delivery; and d. Improved maternal health, newborn care, and family planning
The Project is being implemented through the existing Institutional arrangements of the Ministry of Health. A Technical Secretariat has been constituted from the existing Ministry Staff to handle the day to day operations and management of the project at component and sub/ component levels.
The respective departments of the Ministry are responsible for their requisite activities falling under the four components managed by component coordinators and reporting to the Project Coordinator who reports to the Permanent Secretary. Project implementation started in February 2011after the Project was declared effective and management has identified a need to have a full time Project Coordinator to effectively coordinate project implementation.
The Ministry of Health now intends to recruit a full time Project Coordinator to coordinate project implementation as per the Project Appraisal document.
3.0. Objective of the Assignment:
The objective of the assignment is to ensure smooth implementation of project activities through efficient and effective provision of the requisite administrative services to the project on behalf of the Ministry of Health and in accordance with the terms and conditions of the Financing agreement between IDA and Government.
4.0 Reporting:
The Project Coordinator wHI report to the Permanent Secretary and will be responsible for overall project implementation. The Project Coordinator will drive the project implementation process, coordinating with the Component Coordinators to monitor and follow up progress of the activities under different components, identifying constraints and challenges to progress and ensuring timely intervention and other responsibilities are indicated below.
5.0 Responsibilities and tasks for Project Coordinator:
He/she will report to the Permanent Secretary (PS) on all project operational matters and will work closely with the Heads of Directorates/divisions/departments in the Ministry of Health during project implementation processes.
Specifically, the project Coordinator shall,
1. Prepare and present regular briefs for Top Management on progress of project implementation and emerging issues on a monthly, quarterly and as the need may arise;
2. Review all reports from all component coordinators, and ensure timely preparation and submission of progress reports on Financial Management, Procurement and Monitoring and Evaluation as required by the MOFPED, 0PM and Bank;
3. Review work plans in close consultation with component coordinators and focal persons, to ensure that they are consistent with the project aims and objectives;
4. Review all requisitions for payments from component coordinators and conduct required due diligence to ensure that there is supporting documentation to demonstrate that all preceding stages have been conducted in accordance with the Government of Uganda regulations such as the PPOA Act, and the IDA guidelines.
5. Plan and hold at least quarterly project management meetings with component coordinators and project staff to review implementation progress, work plans, and budget;
6. Liaise with other Projects/Programs within the health sector to ensure coordination and that synergies are harnessed;
7. Liaise with the relevant departments of the ministry to ensure that the project is adequately budgeted for in the MTEF and the ministry budget;
6.0 Duration of Contract:
The assignment shall be for two years with a six months probation period, renewable subject to satisfactory performance reviewed on annual basis.

Job requirement

7.0. Qualifications and Core Competences:
The candidate shall.
a) be a holder of an advanced degree in business management, project planning and management or any related field;
b) have previous working experience of at least ten years in the health sector, either in private or public sub-sectors;
c) demonstrate knowledge and experience in managing a large donor funded project, including the project financial and procurement planning and reporting. Knowledge and experience in IDA funded projects would be of an advantage.
d) have at least five (5) years of progressive experience in project or programme management with a strong foundation in leadership and team management
e) poses excellent interpersonal skills, and experience working with multiple stakeholders
f) be an individual of proven integrity in to handling public funds
g) The applicant must be computer literate.

8.0. Facilities to be provided by the Client:
The client will provide a fully furnished office with facilities to enable the Project Coordinator to carry out his duties, provide project documents, and introduce the Project Coordinator to other stakeholders in the Health Sector, and development partners.
