Summary
Transparency International (TI) is inviting expressions of interest from highly motivated international consultants to carry out a final evaluation of a 3-year, 7-country TI program on “Transparency and Integrity in Service Delivery in Africa” (TISDA).
The consultant is expected to first finalise draft terms of reference for the evaluation as prepared by the TI Secretariat (TI-S) and to then coordinate and report on the evaluation process and results. It also involves participation in final evaluation workshop involving all participating chapter and other relevant stakeholders.
The expected level of effort is approximately 50 man days, with the work to be concluded by December 1, 2011 at the latest.
Background
TI is the global civil society movement leading the fight against corruption. Through more than 90 national chapters worldwide, and an international Secretariat in Berlin, Germany (TI-S), TI raises awareness about the devastating impact of corruption and works with partners in government, the private sector and civil society to develop and implement effective measures to tackle it.
Within a regional strategic framework that has identified the link between corruption and poverty as a key thematic priority, TI national chapters in sub-Saharan Africa are currently implementing a number of regional programmes focusing on transparency in basic service delivery and the strengthening of local accountability mechanisms.
One of these programs, “Transparency in Service Delivery in Africa” (TISDA), was launched in July 2008. Over a period of three years, the project seeks to empower civil society in eight African countries to advocate for improved transparency and accountability in the provision of basic services in universal basic education (Cameroon and South Africa); the health sector (Uganda and Zambia); and the water supply and sanitation sector (Kenya, Ghana and Senegal).
The programme is centred around four key activities: assessment and surveys; advocacy and communication; regional capacity development; and monitoring and evaluation.
As part of the “assessment and surveys” component, participating national chapters examined different actors and their relationships in the sectors concerned through an initial desk study as well as extensive user and provider surveys and other participatory field research. The findings are documented in national reports with country-specific risk maps that serve as basic for evidence based advocacy projects aimed at policy reform and the reinforcement of existing local accountability mechanisms.
Participating national chapters have adopted a highly participatory approach, closely involving partners from civil society, government, and the private sector in its implementation.
In late 2010 the project was granted a 6 months no-cost extension and is thus ending in December 2011.
Description of Tasks
The proposed final evaluation, which is expected to include some travel to the region, will be carried out in October and November 2011. The evaluation should assess the degree of achievement of the objectives and outputs included in the project lograme. In addition it should generate lessons learned and recommendations for future multi-country programmes regarding design, implementation and organisational set up (incl. cross-department collaboration, role of chapters, role of consultants, management structure, decision-making and reporting lines). Lessons learned and recommendations should be generated having in mind the overall framework of TI’s new 5-year strategy (TI Strategy 2015) and the current TI implementation plan.

Profile / Consultancy Requirements
TI is inviting expressions of interest with detailed costing based on daily rates or as a delivery/outcome based lump sum. The consultant could propose a team of more consultants to carry out the evaluation.
- Minimum of 10 years experience in designing and facilitating participatory evaluation processes, ideally also of multi-country programmes and engaging a broad range of stakeholders;
- Experience of working with civil society organisations or networks in the Africa region;
- Knowledge of issues and programmes relating to good governance, corruption, and social accountability mechanisms a distinct advantage;
- Highly motivated and committed to the values of transparency and integrity
- Spoken and written fluency in English, with fluency or working knowledge in French a distinct advantage
- Willingness and ability to travel.
