Child Protection Programme Manager

Contractual Conditions: Swiss salaried contract 3 025 Chf (~2300€) < > 4148 Chf (~3100€) net salary/month according to experience x 13. Annual Leave: 25 days per year. Background: Tdh programme in Garissa County operates in two main target areas: Dadaab complex and surrounding areas (with a range of child protection services) and rural areas in Lagdera District (with an integrated health and nutrition/child protection/WASH intervention). The Child Protection Programme Manager will therefore oversee two interventions:  A Child Protection Project integrated in Tdh Health and Nutrition activities focusing on Kenyan children and mothers in four health facilities, including the implementation of an efficient case management system in collaboration with the local representatives of the Ministry of Gender and Children Services, psychosocial support to children and families beneficiaries of the nutrition project, as well as the organisation and planning of all activities related to awareness on protection and Child Rights Convention issues;  A Child Protection Project for children from Dadaab complex and its host community, including the implementation of an efficient case management system in collaboration with the local representatives of the Ministry of Gender and Children Services, psychosocial and protection activities for the most vulnerable groups (including girls teenagers facing discrimination and abuses) through adapted activities to the local culture and aiming to improve to build a protective environment.

General responsibilities: The Child Protection Programme Manager develops and manages, with the approval of the Field Coordinator (Head of Operations) and guidance from the Emergency Unit Protection Itinerant Delegate, all aspects related to Child Protection project implementation and strategy as well as the representation regarding child protection for Tdh Delegation in Kenya. As such, s/he has a range of technical, managerial and operational responsibilities. S/he is responsible for implementing Tdh strategy and programmes and ensuring consistence with the overall organisational strategy with utmost respect for Tdh Charter, Code of Conduct and Child Protection Policy. S/he collaborates with the Health and Nutrition Programme Manager to integrate protection activities and support evaluation and strategy development regarding this technical aspect and participate in the health and nutrition staff child protection capacity building. S/he works closely with and progressively delegate responsibilities to the two Child Protection Project Managers, applying an active capacity building approach. S/he advises the Programme Coordinator on cases of breaches of the Tdh CPP.

Protection strategy:
• To participate in the CP strategy elaboration and development and to contribute actively in its monitoring, evaluation and revision • To participate in assessments, brainstorming, and proposal writing exercises

Project Management: • To develop, implement and monitor the Child Protection Project, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets • In collaboration with the Field Coordinator and the Administrative Officer, to monitor expenditures, budgets, track activities’ expenses, to make recommendations and ensure that appropriate action is taken in a timely manner • To work with the Field Coordinator, the Administrative Officer, and the Logistics Officer to ensure that the Child Protection Project receives adequate support and operate in line with Tdh policies and procedures • To conduct regular assessment of the CP projects and activities’ impact, in close collaboration with the Health and Nutrition programme team, focusing on the integrated approach

Programme Implementation:
• To develop a case management system for vulnerable children in the two target areas, to train the CP team, and monitor the implementation of the system • In a participatory manner to identify, to mobilise and train community members and other actors to encourage their participation in different aspects of the project implementation and development • In coordination with the Field Coordinator, to reinforce the referral system and maintain regular liaison with resource agencies (Police, medical staff, UN, local and international NGOs, District Children Officer, education partners, etc.) to promote and maintain a healthy and productive relationship with Tdh • To build networks in the refugee camps with any existing services, stakeholders and authorities (including UNHCR) necessary to handle CP cases in an effective manner • To develop and supervise the implementation of CP activities and to respond required addressing special protection and prevention needs of the most vulnerable children categories (vocational training, IGA, reproductive health, psychosocial activities, etc ….) • To develop appropriate project tools and to train health and protection teams accordingly

Awareness: • To involve the community, where appropriate, in the protection processes of children in particular need of help • To develop and supervise awareness activities in close consultation with local authorities, communities and other stakeholders on Child Rights topics • To provide strategic guidance to the CP Team in terms of selection of topics, planning, and delivery of the awareness sessions in a participatory manner

Database: • To design formats for data collection and treatment and train the CP team • To supervise the development and management of a CP data base management system • To supervise data protection procedures and filing

Monitoring and evaluation: • To supervise, maintain and strengthen the child protection reporting and intervention system • To develop and supervise the CP team to conduct regular impact evaluations and yearly CP assessment in the communities covered • To monitor and supervise the whole CP project on a regular basis in order to identify gaps and challenges as well as to ensure quality impact of the CP approach in Kenya

Capacity building: • To identify training needs and to develop a capacity building strategy that aims to build progressively autonomy of the Tdh team, in collaboration with the two national CP project managers • To support the 2 CP project managers in providing on-the-job training and mentoring and to provide guidance in order to delegate progressively project and team management • To select, develop relations and train two national partners in view to prepare and hand over progressively activities and project management, in collaboration with the two CP national project managers, the Administration Officer and the Program Coordinator and in close consultation with UNICEF and UNHCR • To participate in the capacity building support to the Children District Officers, Police, and other relevant local authorities, as required by the project • To participate in the capacity building of the health and nutrition workers on Child Rights and CP

Coordination: • To coordinate with the Health and Nutrition Programme Manager for the development and supervision of the integrated approach • To coordinate with other sectors to develop potential cross-sectoral activities • To provide technical support to the other senior managers as needed • To coordinate as required with UNHCR protection and camp management officers • To coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the CP project • To regularly attend Child Protection Working Group meetings and other relevant fora at local level, and national level when relevant • To coordinate with other departments (programme and support) as necessary

Human resources management: • To develop accurate job descriptions as necessary for the CP programme development, in coordination with the Administration Officer • To carry out necessary recruitment, in respect to the local regulations, in collaboration with the two national CP Project Managers and in coordination with the Administration Officer • To provide ongoing staff monitoring, supervision, and support, including regular and constructive feedback • To conduct regular performance assessments of all directly supervised staff

Reporting: • To supervise and develop appropriate tools for monthly child protection reports generated by CP staff • To provide a written monthly situation report to the Field Coordinator • To participate in the completion of donor reports • To maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees • To upon completion of the assignment, submits detailed handover notes

Others: • To ensure all Tdh staff (including other departments) are aware of the principles of the United Nations Convention on the Rights of the Child at all times • In conjunction with other expatriates and local managers, to supervise the adherence to the principles of the United Nations Convention on the Rights of the Child, particularly respecting confidentiality and using a child centred approach with the ‘best interests of the child’ as the leading philosophy • To undertake other duties that may be determined by the Field Coordinator (Head of Operations) or the Country Representative

Child Protection Policy: • To be proactive with respect to Tdh Child Protection Policy and show leadership to all Tdh staff on child protection • To ensure that all new Tdh staff members are trained on CPP and aware of the engagement that it requires • To report serious cases of abuse on children identified by the CP team to the Field Coordinator and collaborate on the cases. Strict confidentiality must be respected • To support technically the Country Representative if any cases are reported

Profile: • 2-3 years in emergency contexts in African countries; knowledge of CP tools; IDP context; training and team coordination • Working experience in Child Protection, especially in referral and case management systems • Experience in trainings related to Child Rights • Fluent in oral and written English, French will be an asset • Strong interpersonal, management and leadership skills as team leader and team member; stress resistant; knowledge of security issues
