SUPPORT PROJECT 2010 (TERMINAL EVALUATION)
1. Background
The main goal of the Election Support Project 2010, which was formally inaugurated in June 2009, was to further strengthen national capacities for the implementation of free, fair and credible elections, with a focus on strengthening the national leadership of Electoral Man¬agement Bodies (EMBs) and engagement and capacities of political parties, media and other civil society, as well as national security management institutions, in contributing to this overall goal. Thus the overall aim of the project final, independent evaluation is to assess the contribution by the UNDP Elections Sup¬port Project to the conduct of free, fair and credible elections in Tanzania and Zanzibar, as expressed in its overall goal. This will be done by examining and assessing the extent to which outputs were achieved, the contribution of outputs to project outcomes, and their likely im¬pact, relevance and overall sustainability.
UNDP is therefore requesting for applications from qualified International Evaluation Experts to conduct the evaluation for the Election Support Project, the team will comprise of three international professional consultants one each for Team Leadership, Democratic Governance and Project Financial Management. 2.0 Some of the Duties and Responsibilities:
The evaluators must not have had any involvement in the design or implementation of this elections support project and have no present affiliation with UNDP, its funding partners, electoral management bodies in Tanzania, or other key project stakeholder organizations that in any way could jeopardize their objectivity in relation to the assignment. The specific duties, responsibilities and scope for each Expert are articulated in the corresponding terms of references. However, in general the duties and responsibilities will include:-
• Evaluation of the Project Design and Implementation of activities if were able to respond and address needs identified by Needs Assessment Mission in 2008, Mandate of UN Electoral Assistance, UNDP goals in Democratic Governance, 2005 elections observer reports and Gender disparities to participate in elections.
• Assessment of Improved and Sustained capacity of Electoral Management Bodies and to what extend results achieved and endeavour to attribute any positive or negative results to the project. Furthermore, examine how economically the Project used resources at its disposal within the timeframe and budget.
• Make a Quantitative Cost Benefit analysis of major procurements, financial investments and if projects costs were justified compared with similar scale election support projects in other countries and ascertain if value for money was derived.
• Examine sustainability of the improved systems, processes and capacities and to what extent they are likely to benefits EMBs after closure of project and whether they will be applied in the 2015 elections.
• Analysis of the approximate project contribution to the preparation and accomplishment of the 2010 General election in terms of project design, capacity development, mainstreaming of cross-cutting issues, and its alignment with core Aid Effectiveness Principles in terms of ownership and leadership and extraction of lessons learned.
3.0 Required Qualifications and Competences
The consultants who will be recruited must possess the following minimum qualifications:
3.1 Minimum Qualifications for International Evaluation Team Leader:
• Master’s degree in any of the following fields: Political Science, International Development or in a related area with minimum 15 years post-degree work experience. Demonstrated capability as an effective evaluation manager with expe¬rience leading and conducting international development evaluation of large development projects in the area of democratic governance.
• Experience from implementation or evaluation of least one election support project and familiarity with project implementation in complex multi donor-funded projects. Experience with value for money assessment or similar cost-benefit analysis.
• Strong competencies in Monitoring and Evaluation methods for develop¬ment projects; knowledge of UNDP’s results-based management orienta¬tion and practices. Fluency in English and excellent oral and written communication skills. Experience in Sub-Saharan Africa an asset.
3.2 Minimum Qualifications for International Expert, Democratic Governance
• Master’s Degree in a relevant area with minimum seven (7) years post-degree experience. At least 5 years experience in the design, implementation, management, and/or evaluation of democratization projects in developing countries in¬cluding at least one election support project. Strong knowledge in some other key areas related to democratic gover¬nance such as political parties, the media, civil society, advocacy/education, human rights, women’s empowerment, legal sector, conflict prevention, and/or peace and development.
• Demonstrated knowledge of capacity development methods and ap¬proaches; Familiarity with multi donor-funded projects. Fluency in English and excellent oral and written communication skills. Experience in Sub-Saharan Africa an asset.
3.2 Minimum Qualifications for International Expert, Project Financial Management:
• Master’s degree in Finance or Business Administration or relevant area with minimum 5 year’s post-degree work experience. Demonstrated experience in value-for-money financial analysis; knowledge and experience of project management and de¬sign and/or evaluations.
• Good knowledge of monitoring and evaluation methods. Fluency in English and excellent oral and written communication skills.
