PURPOSE OF POSITION:
Provide leadership and oversight of the Grant Programs Team for the development and implementation of resource mobilization strategies and compliance systems for grant funded programs aligned to the national office strategy
KEY RESPONSIBILITIES:
- Develop and implement resource mobilization strategies and identify opportunities to solicit funding from the donor community (such as UN agencies, USAID, DFID, AusAID and EC), FPMG and WVI Support Offices;
- Ensure good donor and World Vision International Support Office relations through strong engagement, development of institutional relationships, and by ensuring that WVZ meets all contractual obligations and achieves high quality planning and implementation levels on secured programs.
- Represent World Vision Zimbabwe in critical fora including clusters and donor consultative groups and others a delegated by the grants/HEA and National director
- Contribute to the overall strategy, coordination and integration of Grant and Area Development Program interventions.
- Liaise with ADPs and Grants/HEA implementing(Food security and livelihood's, Health etc) and support (HAT, finance and Administration) departments, in designing program proposals, implementation frameworks that are in line with donor and WV Support Offices requirements;
- Work closely with Accountability, Monitoring and Evaluation team in developing monitoring and evaluation frameworks, assessments for new designs, and accountability structures and systems for quality assurance and compliance.
- Ensure grant compliance tracking systems are developed, maintained and appropriately accessible for all major grants documents and obligations (proposals, agreements, key correspondence, reports etc).
- Establish and maintain networks and partnerships with like minded organisations, and technical partners.
- Conduct field visits, for the purposes of assessing if and ensuring that programs are managed in accordance with internal procedures, such as LEAP, SPHERE and HAP principles as well as in a manner that will promote good practice, maximise impact, encourage learning and maintain a high team spirit.
- Provide guidance on (non-financial) grant compliance guidelines to implementing sectors and support services
- Develop monthly, quarterly progress (narrative and financial) and annual program reports.
- Mentor and capacity build locally based programme officers to improve the quality and timeliness of their work
KNOWLEDGE, SKILLS & ABILITIES:
- Must be a holder of a Bachelor’s Degree in Social Sciences, Development, etc., Masters Degree preferred.
- Must have at least five years of experience working in a position of similar responsibilities – grant writing, compliance, donor engagement, project design..
- In-depth knowledge of project design and proposal writing.
- Strong Managerial skills.
- Good understanding of the workings of major donors, such as USAID, UN, CIDA, AusAid, DFID, ECHO, WFP.
- Good understanding of World Vision and Sphere relief standards, and accountability mechanisms such as HAP, the Red Cross and NGO Code of Conduct.
PREFERRED: - Knowledge of WV’s field operations either in the relief or development context.
