Role and Responsibilities
To provide leadership, strategic direction, management and evaluation of all aspects of Medair’s projects in D.R. Congo. To manage the programme and other project staff in ensuring the correct implementation of the Medair projects in Province Orientale with specific focus on Health, Water, Sanitation and Hygiene promotion (WASH), and Infrastructure. Coach and train national staff in project management and replace the Country Director when necessary.
Project Overview
The programme goal is to contribute to the reduction or prevention of excess mortality and morbidity in Internally Displaced Persons (IDP) and vulnerable host populations, through improved access to quality health care, protected water, sanitation and hygiene facilities, and improved humanitarian access to vulnerable populations.

Key Activity Areas
Project Management
• Monitor project expenditure against the project budgets.
• Ensure the timely development and submission of high quality concept papers and proposals.
• Ensure accurate and timely reporting of activities to Country Director, HQ and donors.
• Effective implementation of Medair’s projects in DRC.
• Manage and support project staff to ensure delivery of programme targets
Programme Coordination
• Define and implement Medair DRC country programme strategy.
• Liaise and develop relationships with local authorities, NGOs, UN agencies and other stakeholders to ensure good programme coordination.
Programme Development and Quality Management
• Develop new programme initiatives.
• Lead and manage the preparation of donor proposals, in collaboration with programme staff and HQ.
• Oversee and ensure the quality of need assessments and surveys and support project managers.
• Adhere to Sphere standards, HAP principles and other relevant good practice as far as possible within operational constraints.
• Facilitate project audits by donors.
Budget Management
• Develop budgets in collaboration with the field project and support staff.
• Monitor project expenditure and support Health Project Coordinator and Project Managers in monitoring project budgets.
Staff Management
• Line managing the Medical Coordinator, Project Managers and Monitoring and Evaluation Officer.
• Make recommendations on staff recruitment, discipline, and training.
• Take responsibility for staff appraisals and, in liaison with the HR Manager their development and when necessary disciplinary action.
• Facilitate and ensure the team is effective in delivering project objectives.
• Cover for absence of Country Director.
Qualifications
• University degree in Management or a specific qualification in Health / WASH / Infrastructure, or Relief and Development
Experience / Competencies
• Two years of experience in a senior leadership position
• Experience in preparing proposals and donor reports
• Working knowledge of French (spoken and written)
• Management and leadership experience/aptitude in a consultative approach
• Ability to set clear objectives for national and international staff and coach them to develop their skills desirable

• Minimum three months of overseas intercultural experience
• Strong working knowledge of English (spoken and written)

• Successful completion of Medair’s Relief and Rehabilitation Course (ROC)
• Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts
• Able to live and work with a multicultural team under difficult conditions
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• Based in Isiro but with regular visits to all the operational bases.
• The security situation in Isiro is good which means you are able to move quite freely within the town.
• There are good living conditions with the team living in a fairly large house.
• Some of the projects may be implemented in more remote and potentially insecure locations.
