Deputy Chief of Party, Uganda ACDI/VOCA is recruiting for a Deputy Chief of Party for an anticipated 5-year, $24.5 million food security program in Uganda. The program is designed to support the goals of Uganda’s Development Strategy and Investment Plan and will focus on reducing poverty, food insecurity and undernutrition through a comprehensive and integrated approach. The program will integrate nutrition and agriculture/livelihood interventions targeted at the household and community levels. As Deputy Chief of Party, his/her responsibilities will be to assist in overall program management and provide technical direction and oversight to the agriculture/livelihoods component.
Responsibilities: • Direct the development and implementation of ACDI/VOCA agricultural production and livelihood activities.
• In collaboration with partner staff, design and implement behavior change activities and programs that lead to measurable impact. • Develop strategies to understand gender dynamics at the household and community levels and increase women’s participation in production and decision-making.
• Provide technical assistance to ACDI/VOCA staff members and partner organization staff. • Contribute to the development of reports for the donor, the host country and/or ACDI/VOCA • Support the Chief of Party in attaining project goals and objectives by providing technical advice and direction when appropriate. • Contribute to the cross-cutting goals of the program, including overseeing local procurement and working effectively with a variety of local partners in fluid, conflict-affected settings. • Oversee day-to-day planning, design and operations of project and subaward technical teams to ensure effective project implementation. • Represent ACDI/VOCA during meetings with USAID Mission personnel, U.S. Embassy staff, host-country government officials, international organizations, indigenous and international NGOs, international donors, and others interested in the project’s activities. • Identify new business opportunities for ACDI/VOCA that further ACDI/VOCA objectives and complement other ACDI/VOCA projects and programs. • Ensure that all project activities are in compliance with USAID environmental rules and regulations. • Conduct periodic supervisory visits to project sites. • Oversee the monitoring and evaluation of project activities.
Qualifications: • Masters degree in agriculture, economics, public health, nutrition, rural development or similar field required. • Minimum of 5 years of progressively responsible experience in international agricultural development with private, public, bilateral or multilateral development institutions and non-profit organizations. Previous experience in Uganda or East Africa highly desirable. • Demonstrated experience in program design, financial management, implementation, strategic planning, and monitoring and evaluation. • Prior experience with USAID projects, procedures, policies and reporting requirements required; experience working on contracts preferred. • Experience integrating gender into agriculture programming. • Effective record of building relationships with government and community stakeholders.
