UNICEF Rwanda Terms of Reference Consultancy: Fundraising and Documentation
Context and Justification UNICEF Rwanda's external communication strategy for 2011-12 envisions providing broad support to each of the office's five programme areas in terms of fundraising, high-level advocacy, documentation, visibility (media coverage), and support to the organisation of events. Information about UNICEF programme activities, key events, campaigns and results will also need to be made available through the website and social networking sites such as Facebook.
The 2011-12 workload will remain heavy with several conferences, natcom visits and big events already planned. Furthermore with the current funding situation, there is an urgent need to explore funding from current and new donors and the private sector.
The Fundraising and Documentation SSA will backstop all key accountabilities of the section, including writing media releases and speeches as needed. Primarily, however, the SSA would be responsible for following up on fundraising and documentation. This includes exploring relationships with potential donors, following up with these and other donors, updating UNICEF's website and facebook pages with information for donors, finalising funding proposals and producing communication and advocacy materials - including human interest stories, best practice briefs as well as helping programmes package key reports/studies and marketing them. The SSA will also support the organisation of natcom and potential donor visits to the field.
Objective To backstop the office in the production of documentation, advocacy and fundraising material.
Outputs and Deliverables Under the overall guidance and supervision of the Chief of Communication, and in close collaboration and cooperation with Chiefs of Programme Section, the Representative and Deputy Representative, deliver the following outputs:
- Finalised Funding Proposals, updated monthly donor and proposal track list
- Updated website (bi-weekly) and facebook (daily) pages
- Support provided to the organisation of visits – including prepared briefing kits and itineraries
- Human interest materials, best practice briefs and resumes of important reports and studies
- Updated fundraising materials – fact sheets, brochures, power points, etc.
Remuneration, Management and Timeframe This Consultancy will be remunerated at a L2 level for a period of 11 months. S/he will be provided with an office space and technical support as well as access to Lotus, PROMs and the UNICEF intranet.
Qualifications and Specialised Knowledge The consultant must have:
- Post graduate university degree in Social Sciences, Communication, Law or Economics
- At least five years professional work experience in fundraising and the production of fundraising and advocacy materials
- Experience in communication, organising events, donor/media visits, etc.
- Broad understanding of sustainable development issues, including AID policies and reforms
- Excellent analytical, conceptual thinking and English writing and presentation skills
- Proven ability to work as part of a team in a multi-cultural environment
- Previous experience with UNICEF in communication is highly desirable
- Understanding/ experience of working in a Delivering as One and upstream programme environment
- Previous experience working in Rwanda is an asset.
