Purpose:
Under the general guidance of the Senior Health Adviser in the Immunization Unit, Health Section, you will provide vision, technical leadership and coordination of technical support to regional and country offices for strengthening national CCL systems for immunization supplies. You will work with partners to develop/update global strategies, tools and guidance on CCL policies, procedures and systems. And work with regional and country to support national systems to meet minimum standards in relation to: (1) equipment used in the CCL system; (2) vaccine stock management to prevent stock-outs and optimize vaccine wastage; (3) vaccine shipment/transport; and (4) temperature monitoring. You will also provide advice on: (1) links and synergies for CCL with the procurement and supply management of other essential health commodities; (2) outsourcing of CCL functions to improve efficiency and effectiveness; (3) developing alternative strategies to get vaccines from the national port to health facilities.
Qualification:
Advanced University degree is required, additional degree/training in Logistics, Cold Chain or related areas is an asset. Eight years’ experience in logistics, cold chain or related areas; of which at least 2-4 years in developing countries.
Fluency in English and another UN language.
Key Expected Results:
1.Works with partners to develop/update global tools and guidance on CCL policies, procedures and systems; and provide support through ROs and COs to implement at country level. With a specific focus on supporting the development of systems that produce routine data on: (1) equipment management; (2) vaccine stock management; (3) transport; and (4) temperature monitoring. Develops the global database covering relevant indicators to monitor country progress in these three areas.
End Result: Technical guidance documents are developed. Countries have systems that produce routine data for management on status of equipment, temperature and vaccine stock-outs. Comparative feedback of data used to improve performance, and also to monitor global progress
2.Ensures that appropriate technical support is provided to countries to undertake the Effective Vaccine Management (EVM) assessment; and to develop and implement the EVM-based Improvement Plan. On-going review of the tools and methods in the EVM to refine it and improve its implementation
End Result: Countries meet the EVM standards of performance for the CCL system. Ensure the most appropriate tools and methodologies are used in the EVM.
3.Maintains engagement with immunization partners, including by coordinating the “CCL Taskforce”. Ensures the UNICEF global strategy is built on synergies with partners and based on the country experiences and needs.
End Result: UNICEF leadership in CCL. Active partner participation that builds on the strengths of the different partners in a way that can maximise the impact of UNICEF’s contribution.
4.Identifies opportunities for funds mobilisation to support implementation and develops grant proposals to obtain donor support, including support for proposals prepared by regional and country offices. Monitors efficient management of resources. Oversees the assessment of financial requirements and funding for CCL system strengthening activities at global, regional and country level Assists in preparing draft documents that include technical and financial program updates to support UNICEF’s fundraising efforts for immunization for governments and National Committees (NatComs).
End Result: Consolidated grant proposals and donor reports submitted from global level are timely, technically sound and financially accurate.
5.Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc.
End Result: Reports, budget reviews and programme analysis are provided in a timely manner.
