Child Protection Specialist (Justice for Children), P-4, Kampala

Under the general guidance of the Chief, Child Protection, responsible for the development, planning, implementation, monitoring and evaluation of UNICEF’s strategy and programme approach to protecting the rights of children in contact with the law as victims, witness and offenders. Keeps abreast of developments in strategies and programmes for the UN Common Approach to Justice for Children and promotes and advises on their possible implementation.

Qualification:

Advance University Degree in Law or other closely relevant field, e.g. Policy Development, Political Science, Social Sciences, Social Development with emphasis on International or Humanitarian Law. Eight years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in a related field. Fluency in English and another UN language required. Knowledge of the local working language of the duty station is an asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Key Expected Results:

  1. Ensures regular updating of the Situation Analysis specifically on the protection of children in contact with the law and based on the Global UNICEF Child Protection Strategy and the UN Common Approach to Justice for Children for programme development. Contribute to rolling updates of the Justice for Children situation through real time monitoring and analysis of data – including serious human rights violations - against expected results for children.
    Prepares input to the Mid Term Review, Country Programme Recommendation (CPR), Annual Reports and all related documents for programmes/projects dealing with children in contact with the law.

  2. Leads the formulation/refinement and execution of programme goals, strategies and approaches for the protection of children in contact with the law and based on the Global UNICEF Child Protection Strategy and the UN Common Approach to Justice for Children in the UNICEF plan of cooperation and the UNDAF framework. Innovate strategies, methods and practices for sustainable implementation of the Justice for Children programme aligned with developments in the Justice Law and Order Sector and the Social Development Sector with emphasis on advocacy and leveraging of resources, technology and communication for development. Provide support in collaboration with other UNICEF programme areas, in particular with the Alive and Learning Teams and cross-sectoral sections, i.e. social policy and communications to advocate for, design, plan, implement and monitor high impact initiatives that establish and/or strengthen the protective environment in the community and in all spaces where children in contact with the law live, convene and interact.

  3. In line with the UN Common Approach to Justice for Children, provides technical expertise and support – i.e. legislative, policy and institutional reform, practice shifts, civil society constituency building, etc - to the Justice Law and Order Sector and Centre for Justice Studies and other partners on the Justice for Children Innovation Programme at national and sub-national levels, within broader rule of law and access to justice initiatives, ensuring coordination and collaboration with allied sectors (Social Development, Health and Education), the JLOS Development Partners Group, UN partner agencies and UNICEF strategic partners.

  4. Strengthens and empowers a constituency of child and youth representatives nationwide – drawing from existing networks including GEM, Scouts, FBOs, etc – to actively participate in high level processes, including legislative/policy reform and Sector reviews, as well as serve as social monitors of SIP III to ensure JLOS accountabilities on justice for children are fully met. Participate in the development of a strong national knowledge base on policies, strategies and necessary guideline on the protection of children in conflict with the law in line with the UN Common Approach to Justice for Children and the protective environment; undertake review of national/local policies and contribute to the development and or testing of effective policies and operational strategies in the area of children in contact with the law as part of Sector Wide Approaches in the Justice Law and Order Sector and the Social Protection Sector.

  5. Develops resource mobilisation strategy for Justice for Children programming in coherence with the overall SAFE programme resource mobilization strategy. Engage donors, monitor justice for children projects for compliance with donor requirements, etc

  6. Develops and provide technical and management support for implementation of workplans for the Justice for children component of the SAFE Programme Rolling Work plan and monitors compliance to ensure objectives and targets are met and achieved. Provides leadership and concrete guidance to technical specialists and Programme Officers (POs) and leverages field findings to advocate for improved service delivery to children. Undertakes field visits, and surveys in order to monitor and evaluate project implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/improve programme delivery.

  7. Co-chairs the Mainstreaming Gender and Child (Vulnerable Group) Justice Working Group and Monitoring & Evaluation Working Group as part of the JLOS Development Partners Group. Reviews and evaluates the technical, institutional and financial feasibility and constraints of programmes/projects for children in contact with the law in coordination and collaboration with government and other partners.

  8. Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, and quality assurance related to children in contact with the law, etc.
