The Zambia Nutrition Assessment, Counseling and Support (ZAMNACS) Program will be responsible for the promotion of good nutrition and prevention of malnutrition in adults and children enrolled in HIV/AIDS prevention, care and treatment programs and at-risk OVC clients. The secondary focus is to improve the anti-retroviral therapy (ART) and palliative care clients’ outcomes by providing NACS in these target populations including prevention of mother to child transmission (PMTCT) and OVC clients at clinical and community levels. This program with approximately $10M to $15M in funding over five years will provide overall training and show “proof of concept” for new interventions utilizing the NACS approach along with locally available commodities. It is expected that other programs will then use these concepts to improve coverage and will assure the capacity and delivery of both the constellation of nutrition services and nutrition product interventions in Zambia.
The Chief of Party (COP) is the key leadership role for this project and will be responsible for the overall management of the USAID Contract. The COP candidate must have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience in the full range of HIV/AIDS (prevention, care and support and treatment) interventions at clinical and community levels, food and nutrition activities, economic-strengthening, ability for mentoring and training of local staff. S/he shall have the professional reputation, management experience, interpersonal skills and professional relationship to fulfill the diverse technical and managerial requirements of the statement of work.
Requirements
- Master Degree in Public Health or Business Administration, Economics, Education and Training or other related field
- Minimum of seven years experience managing complex programs of similar scale preferably in HIV/AIDS prevention, care and treatment, nutrition assessment, counseling and support for PLHIV, and training of health care providers.
- Demonstrated skills in strategic and program planning and understanding of HIV/AIDS-related support services
- Proven ability in promoting and collaborating closely with multi-level stakeholders
- Demonstrated skills in leadership and supervision over large projects
- Proven ability in promoting and collaborating closely with multi-level stakeholders
- Excellent interpersonal skills and the demonstrated ability to lead and manage diverse teams
- Excellent oral and written communication skills; pro-activeness and creative problem solving
- Knowledge of the Government of the Republic of Zambia (GRZ) policies and procedures
- Fluency in written and spoken English (minimum, Foreign Service Institute, level 3/4)
