ORGANIZATIONAL UNIT: Media and Communications Branch (MCB), Information and External Relations Division (IERD)
JOB PURPOSE:
To lead the Media and Communications Branch (MCB) in order to sustain and increase public awareness of UNFPA's work and brand (including the ICPD programme of action) by fostering relations with media and other communication partners and by providing public information about the Fund.
To create and moderate forums for staff discussion on topics relevant to UNFPA’s work, both on-line and off. To ensure that information within the Fund is communicated among all levels of the organization in a consistent and timely manner so that UNFPA communicates with one voice.
The Media and Communications Branch (MCB) is responsible for external and internal communication strategies and activities at the global level, including media relations, online communication, social media, multimedia products and publications, including the State of World Population Report and the Annual Report. MCB advises and guides all parts of UNFPA on communication, media liaison and advocacy activities.
DUTIES AND RESPONSIBILITIES:
Under the direct supervision of the Director, Information and External Relations Division (IERD), the incumbent will, inter alia:
• Assist the Director in planning and organizing the communication-related work of IERD, including media relations, online communication, social media, publications such as State of World Population and other advocacy publications, multimedia productions, and targeted communication for key stakeholders such as donors, general public and media;
• Supervise work of senior media and communication staff at headquarters, and provide leadership for the entire Branch;
• Direct development and implementation of a global communication strategy outlining the brand, messages, audience, and communication channels to reach the intended audiences, and ensure that the UNFPA message is consistently communicated and heard outside and inside the organization;
• Guide and oversee application of UNFPA’s brand. Ensure branding is uniformly applied and that the UNFPA message is aligned with its branding, mission statement, priorities, programmes and activities;
• Develop, maintain and leverage relationships with the media at the global level. Develop and nurture media networks, educate and sensitize journalists to UNFPA issues. Expose media to UNFPA operations and activities to make journalists aware of and accurately report on UNFPA and ICPD. Generate positive reporting on UNFPA’s work;
• Direct media services at major UNFPA functions, launch of global reports, Special Sessions of General Assembly, major international conferences and other relevant events requiring a UNFPA media presence;
• Direct the development and management of UNFPA’s external and internal communication channels, including global website, regional portals and intranet portal MyUNFPA. Ensure targeted audiences are reached and messages received, externally and internally;
• Direct development of generic and topical advocacy materials and messages for global advocacy priorities. Ensure that messages and materials are audience appropriate to enhance UNFPA visibility among all stakeholders;
• Through the Director of IERD, advise Executive Director on UNFPA media strategy, prepare Executive Director for media interviews. Provide support and advice on communication and media relations to UNFPA at all levels;
• Oversee monitoring of relevant global news media to understand coverage priorities and perspectives to effectively position UNFPA media outreach and respond to misinformation;
• Liaise with other units responsible for technical expertise, resource mobilization and external relations to develop synergies between their work and communication efforts;
• Maintain relationships with counterparts from UN agencies, NGOs and other partners to enhance cooperation and ensure coherence in public information activities and messages;
• Cultivate public/private partnerships and corporate sponsorships to support specially themed advocacy campaigns to increase UNFPA visibility and funding.
• Co-chair a UNFPA-wide Publications Committee.

QUALIFICATIONS:
• Advanced university degree in the field of Journalism, Communication, International Affairs or Political Science or equivalent experience required. • 15 years in increasingly relevant and responsible position in the field of communication/journalism at the international level. Some general experience in Governmental, international organizations or NGOs at the national level. Experience in providing expertise and advice to top-level management in all matters relating to communication, media and public information. • Excellent interpersonal and communication skills, negotiation skills, managerial skills required. Demonstrated abilities to work well under deadline, take initiative, sound judgment. Strong interest in development work, especially the mission of the United Nations Population Fund. • Proficiency in English, knowledge of either French or Spanish highly desirable.
