International Technical Assistant in Seed Production and Business development - Rwanda “Support to the SPATII: Market oriented advisory services and quality seeds”

Monthly salary package: between 5214,56 euro and 7528,21 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.
Project:
The Belgian Cooperation is supporting the Ministry of Agriculture and Animal Resources (MINAGRI) of Rwanda in the achievement of the Strategic Plan for Agricultural Transformation (SPAT II). The program concentrates on two main areas: The seed sector & agricultural advisory services
The specific objectives of the program are an improved access and use of high quality seeds and advisory services. Reaching these objectives will contribute to an increase in production and income for all groups of farmers, which will contribute to ensuring food security for all the population.
In the seed sector, the expected results are a professionalization of seed production chains of specific groups of crops with a market value and an increased private sector involvement.
In order to reach the objectives and results, the Rwanda Agricultural Board (RAB) has set up the Seed Production Unit (SPU). This unit is in charge of seed production in the RAB station as well as of supporting the private seed multipliers. A balance will be struck between working for an increased private sector involvement where economically feasible and to assist the public sector in their responsibilities in the seed chain to safeguard availability of quality seed to the farmers.
Function:
• Work under the overall authority of the BTC Resident representative and the direct authority of the DELCO.
• Contribute to the success of the newly established Seed Production Unit (SPU) in the Rwanda Agricultural Board (RAB) by supporting all activities of the unit and by coaching all the staff of the unit.
• Act as the advisor to the coordinator of the SPU.
Tasks:
• Support the multi season planning of seed production in all crops and for all formal seed grades (pre-basic, basic, QDS and certified)
• Support the pre basic and basic seed production in all (10) RAB seed production station. Assist and coach the staff in order to increase quantity and quality of seed produced.
• Support the seed processing in the 2 seed processing units of RAB and advice on improving of seed handling, processing, storage and distribution/sales.
• Support the team of technical assistants who advice the private seed growers regarding the production of certified seed.
• Support the team of seed business development advisors who advice the private seed growers in terms of business development (business plans, bank relations, contract management, sales and marketing etc.) and advice in setting up an efficient seed sales and distribution system in which private seed growers buy basic seed from RAB.
• Support the transition of the SPU into a cost recovery and a financially sustainable unit
• Support the SPU in the development of crop specific seed strategies
• Support the creation and development of the Rwanda Seed Traders Association and the Rwanda Seed growers association.
• Accountable for technology transfer to the SPU staff
Profile:
• Agronomist with a minimum experience of 5 years in the seed sector. An Msc in seed technology is an important asset.
• At least three years of the experience in agricultural development projects
• Experience in integrated seed system development
• Experience in small scale business development in developing countries is an asset
• Experience in practical training methodologies is an asset.
• Positive and result oriented attitude
• Proven ability to work under stress
• Proven flexible attitude, good facilitation and communication skills
• Good knowledge of English. Knowledge of French is an asset.
