BASIC FUNCTION OF POSITION
Under the direct supervision of the Assistant Regional Security officer (ARSO) and general supervision of the Regional Security Officer (RSO), the incumbent is responsible for managing the Surveillance Detection (SD) unit, entering Surveillance Detection (SD) data into the Diplomatic Security Standard (DSS) and Surveillance Detection Unit (SDU) database, perform analysis of the data on the SDU database and supervise the SDU guards.

Supervises and coordinates the activities of the SDU program to include coordinating work and leave schedules and maintaining logs of all actions and incidents; manages and inventories all SDU security equipment.

Reviews and translates all SDU incident reports for accuracy inputs the incident reports into the DSS SDU database and performs analyze the data in the database for the RSO’s.

Formulates advanced operational plans as instructed by the RSO.

Enforces disciplinary program for infractions and ensures compliance to SDU Guard Orders; observes and evaluates the individual work performance of SDU guards and prepares appropriate evaluations.

Periodically patrols and inspects all SDU operational areas to ascertain diligent and attentive duty by the SDU guards.

Conducts quarterly SDU training for all SDU personnel according to DSS standards.
QUALIFICATIONS REQUIRED

- Education: Completion of Secondary School (Form IV) is required.
- Prior Work Experience: Three years of police or security-related experience is required with at least two years of prior supervisory experience.
- Post Entry Training: State Department Leadership and Management courses. Attendance of Basic Surveillance Detection Training and attendance of Basic Surveillance Detection Refresher course required.
- Language proficiency: Level IV (fluent) in English oral and level III (good working knowledge) in English written with level IV Kiswahili (fluent) (speaking, writing and reading) required.
- Knowledge: Familiar with operations of surveillance detection to include data analysis.
- Skills and Abilities: Must have computer skill to include MS Word, Excel, Access and Outlook. Operational knowledge of the SIMAS SD database. Must be able to operate standard surveillance equipment to include, cameras and recorders. Must be keen in observation techniques and low profile operations. Tanzanian driving license is required.
