The QED Group is seeking a Gender Specialist for anticipated work on the three-year M&E Services project in conjunction with USAID/Tanzania. The goal of this project is to provide USAID/Tanzania substantive support with the collection of qualitative, quantitative, and analytical information to assist in assessing and evaluating the newly developed Country Development Cooperation Strategy's (CDCS) development hypothesis through performance monitoring and reporting, annual evaluations of project achievements, and assessments of geographic or sectoral impacts across the Mission's portfolio of projects in health, natural resource management, democracy & governance, and education.
Duties and Responsibilities:
Gender issues—in particular cultural, economic and legal gender inequalities—are a critical underlying factor in making progress in all development sectors in Tanzania. The Gender Specialist will support USAID's efforts to operationalize gender equality and female empowerment throughout its programming, monitoring and evaluation activities:
- Provide guidance on the use of performance indicators and evaluations to reflect progress toward gender equality outcomes and impacts throughout the life of the project;
- Assist in the design of gender analyses to assess gaps between men and women in Tanzania, provide recommendations on empowering leadership and expertise of women and girls, and devise strategies for meeting their needs;
- Ensure identified indicators incorporate consideration of gender sensitivities, geographic focus, population segmentation, and similar crossâ€cutting strategic issues of importance to USAID/Tanzania;
- Establish genderâ€disaggregated information requirements for data collection activities and reports; and highlight gender-based constraints and issues in connection with all assessments, surveys, studies, etc.
Key Qualifications:
- Tanzanian citizenship required;
- At least 5 years of experience working on gender equality in the international development context, including incorporating gender concerns in the design and implementation of USAID evaluations;
- Experience with USAID-funded programs and familiarity with USAID regulations;
- Bachelor's degree in international development, or related field;
- Fluency in English required.
