Pact seeks a Program Analyst/Information Officer for a five-year USAID-funded transition and conflict mitigation program in South Sudan to strengthen South Sudanese confidence and capacity to address the causes and consequences of political conflict, violence, and instability. Objectives will focus on building the capacity of civilian state authority; promoting increased access to information and engagement of citizenry in support of political and peace processes at the local level; and engaging at-risk youth and other vulnerable groups in productive social and economic activities. Key responsibilities for the Program Analyst/Information Officer position include the following:

Specific Duties and Responsibilities:
· Ensure that the design, monitoring, evaluation, and reporting are taking place from a political transition and conflict perspective and are being captured in documentation and reports at all stages of the program;
· Coordinate the monitoring and evaluation efforts;
· Manage the program’s information, communication and outreach efforts;
· Ensure consistency in reporting against OTCM, Mission and F indicators.
Qualifications
- Demonstrated experience with similarly complex projects in African countries;
- Preferred relevant background in one technical area of the program;
- Experience working on South Sudan is a plus.
Education and Experience Requirements:
- Minimum of 6 years of experience in monitoring and evaluating democracy and governance programs and/or grant-making mechanisms, preferable in-kind;
- Master’s degree in a relevant field;
- Experience in conflict environments, fragile or transitional countries, and/or war-torn societies;
- Fluency in English is required;
- US Government program management experience required.
