Organizational Development
The OD/M&E Advisor will design and implement capacity building interventions for client organizations; manage, support, and supervise consultants; and ensure continuous quality improvement. The OD/M&E Advisor will provide support to, or identify qualified TA providers to support local partners develop basic leadership and management capacity in organizational strategy, structure, systems and any other management and leadership areas as needed.
Project Monitoring and Evaluation; Periodic Reporting
The OD/M&E Advisor is responsible for leading the development and implementation of the project Results Management Plan (RMP). (S)he is responsible for monitoring progress, evaluating effectiveness, and disseminating project results, activities and innovations. His/her primary responsibility is to identify M&E needs, designing and maintaining data collection systems and for ensuring that all necessary information from both routine reporting as well as from ad hoc data collection efforts and special studies, is collected, analyzed ad used in guiding internal project planning and informing external partners about the project activities’ and accomplishments in the form of reports, publications and presentations to CDC, the MOHSW, international and local stakeholders. In additional s/he provides TA and mentoring to ministries, local government partners to help strengthen and decentralize their current Management Information System (MIS) as well as other systems used to monitor and evaluate project activities. Lastly, s/he is responsible for capturing and disseminating lessons learned from the project within MSH and to stakeholders as well as ensuring that the project’s results are submitted to local and international conferences
SPECIFIC RESPONSIBILITIES:
- Facilitate the provision of technical assistance to organizations in human resource management, strategic planning and continuous quality improvement, and other priority management capacity building needs identified by donors or client organizations.
- Design and provide Leadership training and coaching to selected client organizations.
- Participate in periodic seminars and conferences to share and disseminate experiences among key actors in Tanzania, in the public and private communities.
- In collaboration with the Project Director and Finance and Business Manager, track progress of project’s activities against RMP and budget.
- Coordinate the consultants that provide targeted TA to selected client organizations.
- Design and implement a plan for local MIS activities to support program activities and track progress towards project results.
- Continually monitor the availability of data (inputs and data sources), the flow of data and use of those data in the project’s area of responsibility.
- Work with various authorities to implement recommendations to address current gaps in data collection, data inputs, sources, flow, forms, registers and reports; suggest additional strategies for strengthening data collection as appropriate.
- Build capacity of partners and stakeholder at multiple level in the use of health and management information to improve health in Tanzania
- Provide support to local organizations as requested to enable them to better collect, monitor, and utilize data for decision making and programming
- Prepare and disseminate periodic reports on the program incorporating service statistics and survey data as available.
- Develop and continuously update procedures and instruments for planning, monitoring and evaluating project activities based on the Result Framework and Activity Timeline.
- Supervise, oversee, and coach the Project Coordinator.
Qualifications
- A minimum of a master’s degree in public health, business administration, statistics, demography or related field, or equivalent experience in monitoring and evaluation
- A minimum of five years senior-level experience in monitoring and evaluation of large donor-funded health programs, including experience working under PEPFAR guidelines for reporting. Tanzania experience preferred.
- At least five years of experience in providing organizational development technical assistance in the public and/or private sector in Tanzania.
- Demonstrated ability and experience in training and capacity building of individuals and teams in developing countries.
- Strong skill set in management and leadership development improvements in developing countries and crafting organizational development capacity building plans and technical assistance approaches and tools.
- Experience interacting with government institutions/agencies and USG donors.
- Experience in use of data to inform decision-making, planning, resource allocation and other strategic initiatives
- Significant work experience in the development of health, education and decentralization information systems
- Excellent written and oral communication skills (English and Kiswahili) with experience in presenting to groups
- Demonstrated ability to write reports and publishable, peer reviewed papers
- Excellent team player with strong initiatives and result orientation.
