GIZ International Services has been invited to tender for the EU funded project “Institutional Capacity Building to the Transport/ Road sector in Kenya”.
Kenya has a multi-modal transport infrastructure system comprising roads, railways, maritime, oil pipeline and air transport networks. Road transport accounts for 80% of the total movement of passengers and freight in Kenya, and in general terms, roads are the only means to rural communities. The public road network is about 157,758 km in length, and is characterized by poor motor able conditions owing to inadequate investment in road development, rehabilitation and maintenance to meet the national economic and social objectives.
The objective of the Road Sub-sector Policy, developed by the Government of Kenya, is to establish an efficient road sector that supports and promotes economic growth through autonomous road implementing agencies created with clear mandates to manage Kenya’s road network assets: Kenya National Highways Authority, Kenya Rural Roads Authority and Kenya Urban Roads Authority.
The EU-Government of Kenya 10th European Development Fund and National Indicative Program has identified Transport Infrastructure as one of the two focal sectors for EU support to Kenya, reflecting its critical role in economic growth and reducing poverty. One of the five areas of specific Transport Infrastructure interventions is technical assistance for institutional capacity building for all road authorities in order to improve the management of the road network.
The purpose of the EU funded project “Institutional Capacity Building to the Transport/ Road sector in Kenya” is to support the Government of Kenya policy and institutional reforms through improved management of road network at all levels (national, rural, urban), and improvement road network condition and road safety.
Results to be achieved are:
• To guide the Ministry of Roads in leading the sector with strategic decision making based on analyzed accurate information
• To promote operating on results based management system aligned to mandate in the road authorities
• To strengthen coordinated management systems operating throughout road agencies including Kenya Roads Board for maintenance funds allocation and audits, and Ministry of Roads as regulator and development coordinator
• To support the development of a functional database for management information on road pavement conditions and construction material made easily accessible to users for planning, contract and research purposes
• To strengthen the capacity of the national Road Safety Council to conduct road safety campaigns established.
Your tasks
Your profile
• Proven strong skills in communication and project management
• At least 15 years professional international experience including working knowledge of the disciplines involved for similar assignments. Prior experience must include planning of road construction and maintenance for both paved and unpaved roads, including financial, procurement, and contractual management. Prior experience must also include procurement of goods, works and services using procurement procedures of development agencies.
• A minimum of 5 years experience in the road sector in developing countries.
• Experience with capacity development programs
• Prior experience must include a minimum of 5 years in rural road networks.
• Prior experience in labor intensive road construction is highly desirable.
Assignment period
The intended commencement date is September 2012 and the period of implementation of the contract will be 36 months from this date.
