Insolvency Advisor - Rwanda Development Board (RDB)

The Rwanda Development Board (RDB) is a public institution with a vision of transforming Rwanda into a dynamic global hub for business, investment and innovation. Its mission is to fast track economic development in Rwanda by enabling private sector growth.

RDB through the Office of the Registrar General (ORG) has been tasked with improving the insolvency practice among the Rwandan business community as provided for by the law no 12/2009 of 26/05/2009 relating to commercial recovery and settling of issues arising from insolvency. Thus, RDB is establishing insolvency Advisory Desk and is currently recruiting a highly qualified insolvency advisor.

The aim of this insolvency advisory desk is to help companies, sole traders, judiciary and insolvency practitioners to be familiar with the new insolvency law and the international best practice with regard to insolvency.

The scope of work includes all aspects related to the improvement of insolvency practice. This involves working with and addressing the needs of companies of all sizes (large, SMEs) and both local and foreign investors with regards to insolvency.

JOB DESCRIPTION
The successful candidate will be required to perform the following functions;
Coordinate the insolvency advisory desk
Provide information to the ORG’s corporate clients with regards to insolvency
Prepare and implement training on insolvency as required
Analyze the Rwandan insolvency law and propose amendments if any
Develop and implement a communication strategy to raise awareness and information on insolvency practice in Rwanda
Monitor insolvency proceedings in court and coordinate communication between the courts and the Registrar General
Identify insolvent companies and ensure they undergo insolvency proceedings

MINIMUM QUALIFICATIONS & EXPERIENCE
RDB is looking for candidates with the following profile:
Master’s degree in business law, accounting, or any other related field
Minimum work experience of 5 years as an insolvency practitioner or in related fields
Excellent planning and co-ordination skills
Strong communication skills
Delivery focused, pragmatic and able to multi-task
Energetic with a can-do attitude
Candidates with Bachelor’s degree in the field of study mentioned above with minimum 7 years of intensive work experience are also encouraged to apply
The insolvency advisor will report to the Registrar General.

DURATION OF THE ASSIGNMENT
The successful candidate will be offered an 18 months contract.

LOCATION
Rwanda Development Board, Kigali – Rwanda.
