The SADC Regional Peacekeeping Training Centre (SADC RPTC) and the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) invite qualified and experienced individuals from the SADC region to apply for the position of a technical advisor to the SADC RPTC.
GIZ is a federal enterprise assisting the German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ is supporting the SADC RPTC in becoming a SADC Centre of Excellence for Training in the field of Peace Support Operations.

Responsibilities
The technical advisor is responsible for
- assisting in the provision of professional advisory services to the SADC RPTC, in particular with regard to research, curricula design and training
- implementing daily operational aspects (procurement, logistics, finances, etc.) of all issues related to the implementation of the GIZ SADC RPTC Support Project
Key Functions
1. Advising the SADC RPTC
The technical advisor
- supports the Commandant of the Centre and his technical staff with research activities and background papers on designated thematic subject areas as requested
- supports the Commandant of the Centre and his technical staff with the design, preparation and implementation of training courses, workshops, seminars and other events at the SADC RPTC (both with regard to content as well as organisation)
- assists and monitors the implementation of project plans and activities in close consultation with the SADC RPTC
- develops and organises quality assurance and monitoring and evaluation measures, such as course evaluations etc., collects lessons learnt from prior events and accordingly suggests potential improvements, if adequate
2. Management and coordination
The technical advisor
- assists the GIZ project manager in preparing and conducting project activities, both as regards implementation and organisational aspects,
- assists the project with all organisational and management issues, such as recruitment and management of short-term experts, contract management etc.,
- assists with developing project concepts including monitoring, quality management,
evaluation, communication and documentation, and participates in formulating project action plans, helps synchronise the planning and budgeting system and supports the project manager in expenditure monitoring - regularly consults with the GIZ project manager on all project activities
- cooperates closely with the partner and the GIZ office in Harare on renovation and
procurement issues and organizational as well as administrative questions
3. Communication, networking and knowledge management
The technical advisor
- supports cooperation, regular contact and dialogue between GIZ and SADC RPTC
- draws up reports and presentation documents
- ensures knowledge management: collects, processes and distributes relevant information, monitors and collates relevant project outcomes
- Key competences and experience
Qualifications
- MA in international relations, political science or equivalent, ideally with a focus on conflict prevention and resolution, peace studies, or equivalent
- solid academic background in peace and security issues. Own publications related to
peacekeeping and peacebuilding are an asset
Professional experience
- At least 5 years professional experience in the field of peace and security in Sub Saharan Africa
- Experience in designing curricula and training courses on peace and security related issues, ideally with own experience as a trainer
- Experience in project management, including aspects of monitoring and evaluation as well as administrative experience
- Previous deployment in a peace support operation and / or work experience in a post conflict context is an asset
Other knowledge, additional competences
- very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
- very good knowledge of English, additional knowledge of French and/or Portuguese is an
asset - managerial and organisational competence
- willingness to travel regularly.
Duration of contract
01 June 2012 - 31 July 2013, with potential extension for 2 years
