The role
We require a dynamic Country Director who will act as Oxfam’s International representative in Rwanda, promoting effective working relations with the Government, donor agencies, local communities, and local indigenous organisations. Provide leadership and management of Oxfam International programme in Rwanda which includes saving lives through humanitarian action, long-term development and campaigning. Lead the development and delivery of the Rwanda programme in ways that will have the greatest impact on poverty, and that are consistent with Oxfam International wider organisational principles and approaches. Ensure that Oxfam International programmes in or pertaining to Rwanda are visited, assessed and managed in accordance with internal procedures and policies and in a manner that will promote good practice, maximise impact, encourage learning and maintain a high team spirit. Ensure that financial management and administration of the country programme, including of Oxfam's assets is performed in accordance with organisational requirements and procedures.
The Person
You will have significant experience of programme and complex management including strategic delivery, Managing Budgets, Managing Staff, and Funding of the programme with excellent people management skills, and proven financial management skills. Demonstrate ability to quickly acquire a profound understanding of country and programme area in terms of its political, economic and social trends. Proven ability to be diplomatic, innovative and able to represent Oxfam at the highest levels in a complex environment. Good understanding and commitment to engaging with the private sector and private sector approaches in contributing to poverty reduction. Experience of humanitarian response in a complex situation and ability to link humanitarian programmes to longer-term development goals. Demonstrable experience of campaigning in both a development and humanitarian context, using campaigns both as a means as well as an end in addressing poverty and suffering. Demonstrable understanding of programme and community development approaches with experience to work directly with local NGOs and communities.
