SALARY: FSN-11 (ETB 161,209 to ETB 290,173 per annum) depending on the candidate's earning history, qualifications and experience. This position may initially be filled at a trainee level which is equivalent to FSN- 10 (ETB 131,505 to ETB 236,709).
MAJOR DUTIES AND RESPONSIBILITIES: Under the general supervision of the Supervisory Contracting Officer, the incumbent assists the Contracting Officer in managing the overall project acquisition and assistance (A&A) support function for USAID/Ethiopia. The responsibilities include providing A&A related technical information and advice to Mission and Contractor personnel; managing the A&A process for assigned teams from the advance procurement planning stage to the final closeout of the award; conducting all negotiations with potential contractors with occasional guidance from the USDH Contracting Officer, negotiating complex modifications to contracts and grants; and ensuring proper documentation for all contracting actions. As a key team member works to ensure that procurements are executed in accordance with Team needs. He/she is also responsible for reporting progress on A&A actions related to the Team to the Team Leaders.
MINIMUM QUALIFICATIONS: In order to qualify, the applicant must possess the following:
EDUCATION: A Bachelor's degree in Accounting, Finance, Business Administration or related field is required.
EXPERIENCE: Five years of progressively responsible experience as a grant or contracts professional, or related profession is required.
LANGUAGE: Level IV fluent English and Amharic are required.
KNOWLEDGE, SKILLS, AND ABILITIES: General Procurement knowledge is required. Knowledge of USAID procurement and assistance regulations including FAR, AIDAR, 22 CFR 226 and 228, OMB Circulars, and local contracting laws and practices is preferred. Ability to prioritize work appropriately; identify, analyze, and resolve problems independently, ability to establish and maintain positive working relationships with all of the Strategic Objective Teams as well as host government counterparts. Knowledge of computer software applications including Microsoft Office suite.
