The Office of the Auditor General (OAG) is an Institution established under the provisions of Article 163 of the Constitution of the Republic of Uganda. Its mandate, functions and powers are enshrined in the National Audit Act, 2008. The main function of the OAG is to audit and report on the Public Accounts of Uganda and of all public offices or bodies and/or organizations established by an Act of Parliament.

Pursuant to chapter 1, section L-a of the Government Standing Orders as well as section 2 of the Pensions Act, Chapter 286 (Laws of Uganda), the OAG was recognized by the Pensions Authority as “Other Public Service” w.e.f. 4th October 2008.

Our Mission is “To audit and report to the Public and thereby make an effective contribution to improving public accountability and value for money spent”.

In line with its constitutional mandate, Vision and Mission, the OAG wishes to strengthen its human resource capacity by recruiting a dynamic and self-motivated individual to complement its current staff in the execution of its core functions and responsibilities as the Supreme Audit Institution of Uganda.

Accordingly, the OAG now invites applications from competent and suitably qualified Ugandans to fill the vacant positions;

JOB TITLE: Senior Human Resource Officer (1 Vacancy)

REPORTS TO: Assistant Manager, Human Resource Management & Development

SALARY SCALE: U3 AGE: 25 Years and above JOB REF: ADM.56/136/01Vol.3[09/11] TERMS OF SERVICE: Permanent terms.

DUTIES:

♦ Assisting in handling all human resource management issues pertaining to appointment, induction, deployment, confirmation, training, career development, performance appraisal, staff welfare, health and safety, reward systems, employee relations and conflict management.

♦ Interpreting human resource management regulations and policies.

♦ Monitoring implementation of agreed staff performance improvement plans.

♦ Formulating and implementing HR work plans.

♦ Monitoring HR issues/trends and Producing HR activity reports.

♦ Updating job descriptions and inventory of jobs/vacancies.

♦ Maintaining up-to-date HR Information System.

♦ Planning for staff retirements and succession.

♦ Preparing and managing the OAG Payroll.

♦ Managing of performance and development of staff under his/her supervision.

♦ Any other duties as may be assigned from time to time by the supervisor.
Requirement:

MINIMUM QUALIFICATIONS:

An Honours Bachelor’s Degree in Human Resource Management or Social Sciences with Human Resource Management/Personnel Management as a subject or Social Work and Social Administration. A post graduate in Human Resource Management will be an added advantage.

WORKING EXPERIENCE:

Applicants should be able to take mature decisions and should have demonstrated ability, initiative and compliance in organizing work. The applicants should have had at least 3 years satisfactory service gained at the level of Human Resource Officer in government or at equivalent level in a reputable organization.

All applications should be submitted on Public Service Form 3 (revised 2008) obtained from Public Service Commission offices, Ministry/Department headquarters and District Service Commission offices.
