Role and Responsibilities
Provide operational support in order to enhance Somaliland programme activities and contribute to the achievement of objectives.
Project Overview
Currently the Health, Nutrition, WASH programme runs in Burao town, and rural southern Togdheer region, Somaliland. There is a Health, Nutrition and WASH programme start up in Sool and Sanaag regions, Somaliland. Potential projects include Emergency Responses and/or expansion of initial programmes into areas with critical needs.
Medair

Key activity areas
Operational Support Management
• Ensuring knowledge of and adherence to all necessary operational systems by all field and Hargeisa staff.
• Supporting field Project Managers and Project Support Managers (PSM) in appropriate aspects of logistics, financial management, HR, operations and implementation of projects, by having regular email/phone contact and field visits.
• Develop, implement and improve systems to prevent and detect fraud within finance and logistics.
Financial Management
• Development of budgets for base and support costs in collaboration with the support staff and Medair HQ, ensuring they meet all relevant donor and Medair requirements.
• Supervising budget management and expenditure, in collaboration with the field, Hargeisa staff, Medair HQ and advising Country Director on financial status of overall Somaliland financial portfolio.
Security Management
• To adhere to the security guidelines employed by Medair on site.
• Support the Security focal point with the development, and implementation of the Security plan, and ensure adherence to it by all staff.
• Develop a good understanding of the Somaliland security context, security management practices and processes to be able to take on the security focal point role within 4 to 6 months.
Staff Management
• Management of the Finance Manager, Logistics Manager, HR Manager, PSM Burao, PSM Nairobi and PSM Caynabo, including appraisal, development and training, general well-being of staff.
• Cover for Projects Coordinator (Caynabo) or Deputy Country Director where appropriate and needed.
Management of Legal Status and Issues
• Ensuring that all legal requirements are met and maintained, which includes registration of Medair with relevant authority institutions and quarterly reporting to the Government.
• Ensure proper management of rental contracts for Somaliland houses, offices and warehouses.
Communication
• Maintain a transparent, honest and supportive communication structure with the Medair team.
• In consultation with the CD, develop and maintain relationships NGO's, and other stakeholders and respective governments, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
• Contribute to the needs of the HQ Communications and Fundraising team by supporting the Field Communication Officer in supplying human interest stories, web updates etc. for the necessary fundraising activities.
Qualifications
• University degree and or relevant professional experience
• Postgraduate degree in the humanitarian sector desirable
• Security training desirable; Leadership training desirable
Experience / Competencies
• Two years’ experience in senior management position
• Organisational and people management experience
• One years’ experience with Medair
• Experience of managing support systems in a relief and rehabilitation setting
• Two to three years progressively senior field management experience in relief and rehabilitation projects in insecure environments desirable
• Advanced project and management skills
• Financial management skills (budget design and financial controls)
• Good understanding of logistical processes, fraud prevention and HR management issues

• Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

Working Conditions
• Living and working in Hargeisa, the capital city of Somaliland with regular field visits and occasional meetings in Nairobi.
• This position includes visits to Burao & Caynabo. Medair International / Kenyan staff are accommodated in team houses.
• Security is always a concern and routine team briefs give information and advise both nationals and internationals to the current security status. In Nairobi security advice is given by focal point in Medair East Africa office.
