Job Title: Assistant Director, Market Research and Development
Reports to : Director Operations
Purpose of the Job:
To ensure research and market development are carried out effectively.
Main duties:
• Plan, design and conduct collaborative research and surveys on insurance industry performance, trends, business and risks to address the challenges faced by the sector.
• Develop and implement monitoring systems for tracking fundamental economic, financial and corporate developments in the insurance industry both locally and internationally in order to inform policy formulators.
• Liaise with research associates from research institutions and agencies, non-governmental organistions and other stakeholders to design and implement relevant research and development programmes that will contribute to the development of the industry.
• Collect, verify, analyse, store, retrieve and interpret data/information on insurance business and the industry as a whole to facilitate good decision making.
• co-ordinate the formulation, implementation and evaluation of the corporate strategy as well as ensuring alignment with Government policies, strategies and priorites.
• Co-ordinate the design, development, implementation and evaluation of comprehensive public education campaigns designed to create awareness and inform stakeholders and the general public about the benefits of insurance products.
• Ensure that data from the insurance industry are collected, verified, analysed, analysed and interpreted and periodic reports such as annual statistical reports are produced.
• Develop, maintain and communicate l&T policies and procedures throughout the IRA and the insurance industry in accordance with best practice and appropriated standards taking into account any legal requirements.
Job Title : Communications Officer
Reports to : Chief Executive Officer
Purpose of the Job:
To play a key role in ensuring good relations between the Authority and the public and media.
Major Duties:
• Plan, develop and implement Public Relations Strategies designed to create and maintain good public image for the Authority.
• Liaise with and answer enquiries from the’ media, individuals and other organizations concerning the Authority.
• Research, write and distribute press releases to targeted media.
• Plan, organize, through mass media and in collaboration with other insurance players, sensitization programmes to enable the public to further appreciate the need for insurance and the role played by the insurance players
• Prepare and supervise the production of publicity/ promotional materials e.g. brochures, handouts, leaflets, multimedia programmes, manuals, pamphlets, speeches, articles and annual reports.
• Organize events including press conferences, exhibitions, open days photo opportunities and press tours.
• Maintain and update information on the organization website
• Plan public relations programmes including the preparation of cost budgets.
• Arrange interviews with journalists, prepare and distribute news releases and make statements to the media.
Job Title: ICT Officer
Reports to: Asst Director Market Research & Development
Purpose of the Job:
To manage, develop and maintain the ICT system
Major responsibilities:
• Develop implement and maintain policies and procedures to support ICT service level agreements.
• Develop, maintain and communicate ICT policies and procedures throughout the Commission and the insurance industry in accordance with best practice and appropriate standards taking into account any legal requirements.
• Formulate proposals, processes and policies for ICT planning.
• Manage and provide hardware and software maintenance, training consultation and recommendations about future planning and development of resources.
• Plan, organize, direct, control and evaluate the operations of information systems and electronic data processing (EDP).
• Train staff about uses of existing and new technology.
• Install network stations.
Job Title: Inspection Officer Health
Reports to: Manager Health Insurance
Purpose of the job:
To ensure compliance with the provisions of the Insurance Act (Cap 213) Laws of Uganda, 2000 and the Regulations thereof.

Major responsibilities:
• Carry out off-site and on-site inspection of Health Membership Organisations, Insurance companies, agencies, branches and insurance brokers who/which, underwrite/place health insurance business.
• Review licence applications for Health Membership Organisations, Insurance companies, life insurance agents, insurance brokers who underwrite/place health insurance business .
• Respond to and follow-up on issues raised in inspection and other correspondence with insurance players.
• Monitor the implementation of the provisions of the Insurance Act and advises on the adequacy of the law and regulations.
• Review proposals and policy forms, reinsurance arrangements and premium rates for life insurance companies
Job Title: Procurement Officer
Reports to: Manager Human Resource
Purpose of the job:
To ensure that the procurement processes for the Authority are managed effectively.
Major Duties:
• Identify sources of supply for the procurement of goods, services and works required, and invite tenders or place orders as necessary.
• Follow up orders placed with suppliers to expedite the delivery of the required items.
• Assist the administration and user departments to assess the suitability of the goods, services and works procured, and their conformity to specifications and standards.
• Ensure that the procurement process is carried out in accordance with the appropriate policies, regulations and procedures under the Public Procurement and Disposal of Public Assets Act and advise the IRA on any other compliance thereof
• Act as a secretariat to the Contracts Committee and implement their decisions.
• Maintain an up-to-date database on the existing and potential sources for procurement of goods, services and works required by the Authority
• Update filing system in accordance with the formats laid down by the PPDA
• Coordinate the processing of tenders for supply of goods or services or works and provide technical support and guidance to management on procurement issues.
• Prepare and submit periodic reports on procurement activities accordingly.
Requirement:
Person Specifications:
1. At least a degree in Procurement and Supplies Management and progress towards attaining a Diploma in Supply Chain Management (CIPS).
2. At least 3 years experience in procurement.
3. Knowledge in laws, policies and regulations governing procurement.
Job Title: Human Resource/Administration Officer
Reports to: Manager Human Resource
Purpose of the job:
To provide HR and administrative support in the areas of office supervision and human resource management.
Major Duties:
• Supervises all support staff e.g. drivers, office assistants, receptionist and ensure that they carry out their duties to the level expected.
• Ensures that office equipment and machines are in serviceable condition i.e. breakdowns are attended to with minimum delay and machines are serviced according to manuals.
• Ensures problems concerning the maintenance of the premises are reported to the Land Lord and necessary follow-up made.
• Ensures that the office is cleaned regularly, dusted as necessary and kept tidy all the time.
• Facilitates staff training.
• Reviews Administrative/HR policies.
• Ensures staff welfare
• Coordinates transport within the Authority and supervises drivers and ensures that vehicles are well maintained.
• Maintains staff records concerning personnel related data
