Role and Responsibilities
To design and manage the strategy, security, implementation, development and evaluation of the Somaliland programme. To represent Medair in the region for all issues related to the Somaliland programme.
Project Overview
Health, Nutrition, WASH programmes in Burao town, and rural southern Togdheer region, Somaliland. Establishing Health, Nutrition and WASH programmes in Sool and Sanaag regions, Somaliland. Potential projects include other emergency responses and expansion of initial programmes into areas with critical needs.

Key activity areas
Planning and Strategy
• Design, evaluate and update the Country Strategy and possible exit strategy (in coordination with relevant colleagues), so as to facilitate the long term planning and development of the projects in the country.
• Monitor, evaluate and report on the implementation of the planned activities in accordance with the project proposals and logical frameworks.
• Analyse humanitarian need trends and political developments at the regions of the country programmes in order to anticipate new projects and initiatives.
Financial Management
• Plan and construct project budgets, (in coordination with relevant colleagues).
• Ensure that spending is in line with the approved budgets through monthly consultation of the BVAs.
• Analyse projected cash flow and ensure monthly cash requests are sent to HQ in a timely fashion.
• Oversee and be responsible for any annual audits carried out on site in collaboration with the Field Finance Manager, and support the preparation of audits carried out at HQ.
Communications and Reporting
• Develop and maintain a transparent, honest and supportive communication structure with the coordinators and field managers, so as to uphold a spirit of unity and mutual respect between the field sites and the base.
• Draft and update the Project Approval sheets in conjunction with the project managers and the HQ DO.
• Responsible to ensure writing of surveys, project proposals, monthly, qtrly and final reports for all projects, regular communication to HQ, correspondence and reports to counterpart organisations and donors.
Donor Relations Management
• Oversee the drafting and presentation, in conjunction with the DO, of all proposals, operational and financial reports related to the Country Programme under her / his control, in order to have SMART objectives and evaluations of the projects as well as to be transparent and accountable to our institutional donors.
• Develop and maintain contact with the Country Representatives of the relevant funding partners (institutional donors or private donor organisations) in order to secure sufficient funding for the country programme.
Quality Management
• Promote Quality Management Practices so as to implement projects that meet the real needs of the beneficiaries in accordance with their requirements, standards and cultural background.
• Aim to adhere to Sphere standards as far as possible within operational constraints.
Security Management
• Responsible for drafting and updating the country security plan and guidelines.
• Responsible for the management of any security related incidents and the consequent decisions which need to be made, eg evacuation.
• Ensure appropriate security procedures and awareness is maintained throughout the country programme.
Staff Management
• Oversee all HR related issues within the programme including the recruitment, appraisal, management, development and training, and general well-being of all staff, team structures and job descriptions in collaboration with the HQ Human Resources officer (HRO).
Qualifications
• University degree and relevant professional experience
• Postgraduate degree in the humanitarian sector desirable
Experience / Competencies
• Two years of experience in senior management position
• Five years management experience in relief & rehabilitation projects desirable
• Three years of overseas experience in insecure environments; Proven conflict management skills
• Experiencing in dealing with donors and government officials desirable
• Experience in working with local partner NGOs desirable
• Experienced proposal and report writer
• Excellent negotiation skills, especially in the context of the Horn of Africa / Somali culture desirable
• Problem solver, dynamic, mature desirable
• Very good educational and coaching skills
• Capacity to work under pressure and to tight deadlines

• Minimum three months of overseas intercultural experience
• Strong working knowledge of English (spoken and written)

Working Conditions
• Living and working in Hargeisa, the capital city of Somaliland. Medair international / Kenyan staff are accommodated in team houses. This position includes visits to Burao & Caynabo.
