The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent senior expert for a short-term mission under the Lot 7 FWC in Mozambique.
Lot 7: Programme formulation mission - Rule of Law and Accountability
Starting period: 18/11/2011 Duration: 34 w/d Location: Maputo, Mozambique Deadline for submission of CVs: 06/11/2011
Objective Provide technical advice on the formulation process of the EDF-funded Rule of Law and Accountability programme for Mozambique using as a point of departure the text of the Identification Fiche (equivalent to concept note) and the comments provided to it by the EU Headquarters and the Mozambican partners Institutions.
Senior Expert: Expert in institutional analysis Required profile: • Post graduation Degree in Law, Political Sciences or similar • At least ten years of experience in institutional analysis • Experience in institutional analysis on public sector in developing countries • In particular experience with the parliamentary and/or judicial systems is essential. • Experience in facilitating formulation of development programs and projects • Experience in leading and managing complex consulting assignments • Publications on Institutional analysis and related areas will be considered an advantage • Highly proficient in Portuguese and English • Experience in human rights, gender equality and democratic governance an advantage.
