The Office of the Auditor General (OAG) is an Institution established under the provisions of Article 163 of the Constitution of the Republic of Uganda. Its mandate, functions and powers are enshrined in the National Audit Act, 2008. The main function of the OAG is to audit and report on the Public Accounts of Uganda and of all public offices or bodies and/or organizations established by an Act of Parliament.
Pursuant to chapter 1, section L-a of the Government Standing Orders as well as section 2 of the Pensions Act, Chapter 286 (Laws of Uganda), the OAG was recognized by the Pensions Authority as “Other Public Service” w.e.f. 4th October 2008.

Our Mission is “To audit and report to the Public and thereby make an effective contribution to improving public accountability and value for money spent”.
In line with its constitutional mandate, Vision and Mission, the OAG wishes to strengthen its human resource capacity by recruiting a dynamic and self-motivated individual to complement its current staff in the execution of its core functions and responsibilities as the Supreme Audit Institution of Uganda.

TERMS OF SERVICE:
Contractual for five (5) years and renewable subject to satisfactory performance and through mutual consent
DUTIES:
* Developing and implementing Human Resource strategy that supports the OAG’s long term growth and transformation in liaison with Top Management Team.
* Ensuring Human Resources plans support the needs of the OAG but are also flexible enough to cope with internal and external changes, as and when they occur.
* Advising, guiding and supporting the Top Management Team in adopting best Human Resource Practice across the OAG.
* Leading the Human Resource Team in delivering effective and efficient service to the OAG.
* Developing and maintaining up-to-date Human Resource Management policies, procedures and practices that conform to current employment legislation.
* Supporting the Top Management Team in developing strong performance management culture in the OAG.
* Establishing and maintaining a centre of excellence to manage all aspects of the recruitment process from manpower planning to interviewing and induction.
* Supporting the Top Management Team in conducting development needs and implement effective and efficient staff training and development programmes.
* Providing management with regular Human Resource management information and reports such as staff turnover, training hours per staff, performance rating etc.
* Managing and controlling the payroll services and other Human Resource Operational aspects of the OAG.
* Ensuring efficient and effective Human Resource Records Management.
* Maintaining regular bench marks of the OAG salary and benefits levels compared to leading private and public sector bodies of similar nature.
* Ensuring job descriptions for all the OAG staff are kept up to date and new ones created as and when necessary.
* Ensuring organizational compliance with applicable Human Resource related statutes and regulations as well as the OAG’s internal Policies and procedures.
* Providing performance management advice to staff and management and dealing with any performance or grievance issues in a legally compliant and professional way.
* Maintaining a succession plan for all management positions in liaison with Top Management.
* Managing the OAG staff welfare function.
* Managing performance and development of staff under his/her supervision.
* Controlling and taking responsibility for the Human Resource related budget.
* Any other official duties that may be assigned by the supervisor.
Requirement:
MINIMUM QUALIFICATIONS:
An Honours Bachelor’s Degree in Human Resource Management, Social Sciences with Human Resource Management/ Personnel Management as a subject, Social Work and social Administration, Commerce (Human Resource or Management Option), Business Administration (Human Resource or Management Option) or Business Studies (Human Resource or Management Option) with a Post Graduate training in Human Resource Management or Public Administration and Management preferably at Masters level.
WORKING EXPERIENCE:
Applicants should have demonstrated at least 8 years proficiency in Human Resource management and practices in the Public Sector or reputable private sector institution and; should be currently serving at the level of head of department. He/she should have knowledge of Human Resource Planning, training and development and should have developed interpersonal skills with ability to coach and develop subordinates effectively.
