The programme is delivered by a highly qualified Rwandan and international team based in our office in Kigali.
DFID PROCUREMENT MANAGER (Gross annual salary RWF 12,465,137)
Due to an internal promotion DFID are pleased to announce a vacancy for a procurement officer at B2 grade. This is another busy role that calls on excellent communication and teamworking skills to ensure our procurement needs are managed effectively. You will have a strong track record in procurement, which – combined with relevant training and coaching – will enable you to quickly ensure DFID's expenditure delivers real value for money.
Responsibilities will include, but not be limited to, the following:
• Managing the administration and programme procurement plan for DFID Rwanda
• Quality Assurance for Terms of reference in line with DFID guidance and best practice
• Co-ordinating meetings with service providers, contractors and suppliers.
• Provide accurate and timely procurement advice and updating the office on latest procurement guidance.
• Ensure that negotiations on procurement of contracts and goods are carried out to reflect value for money
• Supervise competitions for local consultancy contracts, evaluation of bids and awarding of tenders
• Issue contract documents for local contracts;
• Manage the contractual relationship on locally let contracts
• Manage local consultancy panels and call-down contracts
Required competencies / experience for the successful candidate will include, but not be limited to, the following:
• At least three years in a busy procurement role covering activities as noted above for a large enterprise or organisation
• Some experience of the international development sector would be preferable, as would relevant formal qualifications
• Excellent written and spoken English
• Experience managing sizeable tender processes
• Excellent excel, word and outlook skills and a fast learner of other software
Procurement Officer Supplementary paper to be submitted: In 500 words or fewer, propose the principles and general next steps for a DFID procurement exercise, having recently identified a need for 8 new project vehicles to support work in the education sector.
