DFID Rwanda (DFIDR) provides support to the Rwandan government and other partners for economic and social development based on Rwanda's Economic Development and Poverty Reduction Strategy (EDPRS). The programme is delivered by a highly qualified Rwandan and international team based in our office in Kigali.
DFID / FCO HUMAN RESOURCES OFFICER (Gross annual salary RWF 12,465,137)
As DFID and the FCO in Kigali move towards sharing corporate services functions this new role (at B2 grade) will be critical in co-ordinating all human resource activities for local and UK based staff. Your familiarity with all aspects of HR will ensure high levels of service to our staff (your customers) and your ability to get quickly up to speed on DFID and FCO processes and procedures will ensure good compliance and responsiveness to requests from the UK.
Responsibilities will include, but not be limited to, the following:
• Day to day HR; ensure compliance with policy by staff and the office
• Maintain HR database records
• Attend and actively participate in regular Africa HR video conferences
• Liaise closely with HR business partners and case managers in the UK when required
• Lead on co-ordinating all DFID and FCO recruitment activity
• Oversee the induction of all new staff, helping them settle into the office and city
• Responding as necessary to many requests for HR information from the centre, including office workforce planning
• Liaise with the local staff committee, management, and offices around the region on terms and conditions
• Take responsibility at post for the health and welfare of all staff
• Act as secretary for the Learning and Development Committee, and co-ordinate its activities
• Arrange payroll for local staff
Required competencies / experience for the successful candidate will include, but not be limited to, the following:
• At least three years in a busy human resources role covering activities as noted above for an enterprise or organisation with at least 20 staff
• The ability to quickly determine priorities when faced with a busy workload
• Excellent English; outstanding written and spoken communication skills, and preferably experience of a cross-cultural working environment
• Familiarity with Microsoft Word, Excel and Outlook, and a fast learner of software
• Ability to understand, communicate, and adhere to HR procedures
• Enthusiasm for the field of Human Resources; related qualifications are not required but would be viewed favourably
