Project/Proposal Summary:

To conceptualize and undertake monitoring and evaluation (M&E) of USAID Tanzania’s Feed the Future (FtF) program over a five-year period to enable USAID/Tanzania to fulfill its performance monitoring, evaluation, reporting, and dissemination requirements as mandated in the Automated Directives System (ADS) and other Agency guidance. The project will both deliver M&E services and strengthen local capacity to deliver such services.

Position Summary:

MSI is looking for a Senior Monitoring and Evaluation specialist to provide technical oversight of the M&E systems for a USG Global Health Initiative in Tanzania. This individual will be responsible for technical oversight and maintenance of the M&E systems, including design, data collection, analysis, performance monitoring, and evaluation. The Senior M&E specialist will also be responsible for oversight of impact evaluations and evaluation teams while in country, as well as the oversight and management of junior level M&E officers as necessary.



Responsibilities:

· Oversight of M&E systems and evaluations: data collection and analysis, performance monitoring, M&E tool design;

· Collaboration with key stakeholders and IP/project M&E specialists

· Design evaluation questions

· Management of two junior M&E officers

· Design M&E Trainings

· Possibly provide M&E Training



Qualifications:



· Extensive experience in developing and implementing monitoring systems

· Experience managing evaluations and other M&E technical assistance

· Substantial experience in monitoring and evaluation

· Degree in related field; advanced degree preferred

· Prior experience with USAID is preferred

· Active involvement in impact evaluation (experimental or quasi experimental design)
