Bachelor’s degree in relevant fields with a minimum GPA of 3.8, and B+ in the area which he/she specialised at Master level.

In addition, the candidate must have a GPA of at least 4.0 out of 5.0 at Masters Level.

At least one year of industrial/field experience in the relevant disciplines/fields shall be an added advantage.

Applicants must not be more than 45 years of age. However, PhD holders who are above 45 years of age may also be considered on a merit basis.

1.17.0 ADMINISTRATIVE POSITIONS

1.18.0 CHIEF LEGAL/ CORPORATE COUNSEL - 1 POST 1.19.0 DUTIES AND RESPONSIBILITIES

• Provide statutory service for the Council in accordance with the Mwalimu Julius K. Nyerere University of Agriculture and Technology Charter, by-Laws, Regulations, Senate and other legal requirements.

Prepare Annual Budgets for the Council and other statutory Committees.

Serve as the Custodian of the University Seal.

Serve as Custodian of legal documents including contracts that the University has

entered with individuals, organizations, institutions etc.

Serve as overall in charge of the Legal Services Unit.

Provide legal advice to the University and the management.

• Liaise with the High Court and subordinate courts, various institutions, Government Ministries and Departments on legal matters.

• Assist the Vice Chancellor to respond to legal inquiries about University operations.

Review and propose the necessary amendments to MJNUAT legislation.

Educate  other  members  of  staff  and  students  on  their  legal  rights  and

responsibilities.

Approve annual work plans of subordinates and ensure their implementation.

Carry out staff performance appraisals for subordinates and recommend staff

development plans.

1.20.0 QUALIFICATIONS AND EXPERIENCE

Master /PhD Degree in Law or equivalent qualification.

The candidate should already have been admitted to the bar as an advocate of the High Court in Tanzania and at least twelve years of work experience; with at least five years of experience at a senior management position in a reputable institution.

The successful applicant will be the head of the legal unit.

1.26.0 DIRECTOR OF THE DIRECTORATE OF HUMAN RESOURCES AND ADMINISTRATION - 1 POST

1.27.0 DUTIES AND RESPONSIBILITIES

• Be In-charge of the Directorate and an Overall in-charge of Human Resource Management at the University.

• Advise the Deputy Vice Chancellor-Planning, Finance and Administration on all matters pertaining to administration and human resource management.

• Develop, review and oversee the implementation of human resources policies, rules and regulations of the University by providing professional guidance to other University organs i.e. Colleges, schools directorates, institutes, departments and sections.

• Develop effective policies and procedures for hiring, training, deployment, development, and retention of high quality human resource.

Develop comprehensive human resource management manual.

Carry out regular human resources audit and inventory of current and needed

skills in the short-, medium- and long-term.

Prepare short-, medium- and long- term human resource training programs.

Develop and maintain policies for maintenance of good institutional and industrial

relations.

• Monitor and liaise with other employers to ensure MJNUAT’s competitiveness in the labour market.

Develop and advise on suitable remuneration packages.

Develop and administer periodic performance and salary reviews.

Prepare, coordinate, and consolidate human resource projections, annual work

plans and budgets.

Interpret human resource policies and service regulations.

Prepare quarterly reports for the University management meetings.

Provide guidance in relation to staffing, compensation, staff development and staff

relation services in accordance with the approved policies.

• Plan, direct and co-ordinate all activities in the Human Resource and Administration Unit in an effort to reach and maintain maximum levels of employee productivity and creativity of the entire workforce.

• Develop objectives, strategies, plans, policies and programmes in the areas of manpower planning, recruitment, training and development, compensation, benefits personnel policy and employee and labour relations.

• Create, monitor and control a Human Resources Information Systems that meets the top management needs.

Review and monitor all staff information including employment records and salary

adjustments for incorporation in the payroll on monthly basis.

• Co-ordinate employees’ recruitment interviews and selection process.
• Recommend an effective and efficient organization structure and development plans in line with strategic objectives.

• Ensure compliance to service and University regulations and human resources policy with regard to human resources and administrative matters.

Ensure  compliance  to  conditions  attached  to  employees’  retirement  benefits

schemes.

Ensure a safe, productive and innovative working environment for all employees.

Establish  and  enforce  University  policies  on  performance  review  and  provide

complainant channels for employees’ grievances.

• Keep top management up-to date on changes in labour laws, which may have some impact on MJNUAT operations.

• Carry out job evaluation for vacancies; coordinate the process of conducting a salary review in MJNUAT and advice on staff salary structures and remuneration packages.

• Ensure that discipline is maintained at the work place and that, employees’ talents are fully utilized to achieve MJNUAT objectives.

• Master/PhD Degree in Human Resources Management, Public Administration and Manpower Planning or its equivalent qualification and at least twelve years of work experience; with at least five years of which must be at a senior management position.

• He/she must have ICT skills; at least twelve years work experience in Estates Management, Architecture, Civil or Construction Engineering fields; with at least five years of which must be at a senior management position.

This is a training post for regular security work under close supervision

Head the Finance and Investment Department.

Receive,  bank  and  direct  proper  use  of  all  funds  paid  to/received  by  the

University.

Prepare financial statements of income and expenditure at appropriate times.

Administer use of trust funds, insurance and royalties.

Control capital and recurrent expenditure.

Prepare and answer timely queries on payment of salaries and emoluments.

Maintain up to date financial information on revenue and expenditure.

Oversee arrangements for the purchase of equipment and materials (other than

furniture) required by the University including their effective use.

Registered Authorized Accountant and Certified Public Accountant

Master/PhD   Degree   in   Finance,   Economics,   Accounting,   or   Business

Administration and with CPA (T)/ACCA/ACA qualification.

• The candidate should, in addition, have at least twelve years work experience; with at least five years of which must be at a senior management position and possess a strong background of Financial Reporting Standards and advanced computer knowledge on Integrated Financial Management Systems.

1.102.0 CHIEF INTERNAL AUDITOR - 1 POST 1.103.0 DUTIES AND RESPONSIBILITIES

Develop efficient and effective internal auditing systems.

Maintain a check on the accuracy of accounting records throughout the university

and on the observance of standard practices and procedures.

Carry out both regular and random investigations of accounts for both academic

and administrative units.

• Prepare and conduct periodic reviews of internal audit manual which prescribes the internal audit approach, methodology, policies, procedures and guidelines.

• Verify university income from source to bank and to satisfy himself/herself that expenditure is properly incurred according to approved policy and efficiently charged to relevant heads.

• Make recommendations to the relevant authority about checks and changes in the accounting systems and controls and the adequacy of security arrangements within the systems used by the finance department, particularly within computerized systems.

• Check that heads of academic and administrative units maintain inventory of furniture, equipment, and other moveable assets in accordance with university policy.

Build up an effective liaison with the external auditors.

Report  immediately  any  suspected  occurrence  of  dishonesty  to  the  vice-

chancellor or his appointee as well as other appropriate officials as it deems appropriate.

Prepare and ensure implementation of annual internal audit plans and strategies.

• Manage the risk assessment processes of the university and advice the vice chancellor and the entire management accordingly.

• Approve the audit schedules and work plans of subordinates, ensure execution of internal audit assignments in all audit centres and for all operations of the university, report on the internal control weaknesses and recommend improvements.

• Review management practices and assess whether they promote efficiency and effectiveness.

• Ascertain compliance to applicable laws and regulations; internal policies and procedures; and plans and budgets.

• Prepare periodic internal audit reports for the university and the management and advice the university and management on internal control and related matters.

• Ensure regular follow up of internal and external audits to ensure that queries are replied to and recommendations are implemented.

• Ensure compliance to accounting, auditing and other applicable standards and guidelines set by professional bodies.

• Review annual financial statements before their submission to external auditors and advise the management accordingly.

Prepare the annual budget for the unit and monitor and control the budgeted

resources.

Set periodic work targets for internal audit staff, conduct performance appraisals,

recommend staff development strategies and ensure optimal utilization of audit personnel.
