The Health Systems Strengthening (HSS) Advisor will provide technical leadership in analyzing and addressing health systems barriers to HIV service delivery. S/he will work to ensure the project effectively strengthens health systems and addresses gaps in HSS domains with a focus on human resources, leadership/governance, and health service delivery. S/he will work to ensure the project responds to health systems barriers to HIV scale up, in line with national guidelines and global best practices.. This position will ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of effective health systems strengthening interventions, based on sound and current scientific evidence. The HSS Advisor will liaise closely with the ICAP technical and programmatic staff based in both Dar es Salaam and New York.
This position is contingent to approval of the funding in 2016.

Major Responsibilities
The HSS Advisor will assume the following responsibilities:
• Provide direction, leadership, and on-going assessment of the project’s HSS components with a focus on human resources and leadership.
• Provide technical assistance in the development and implementation of an essential package of HSS activities and services.
• Guide implementation of HSS activities at the national level and facilitate the achievement of expected outcomes.
• Provide technical assistance to MOHSW in health workforce education and development to ensure adequate supply and skills mix of health workers to deliver HIV/AIDS services.
• Provide technical assistance to MOHSW in health workforce utilization, management and retention to ensure a consistent and sustainable supply of trained workers in HIV high-burden areas.
• Contribute to the development of progress and technical reports.

Education
• Advanced degree in public health, international health, or related discipline
Experience, Skills, And Minimum Qualifications
• Demonstrated in-depth understanding of Tanzania health system, particularly the public health system, experience living and working in Tanzania preferred.
• Five years of first-hand experience in strengthening of health services, health workforce development and management, and performance improvement.
• Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas.
• Ability to synthesize information and utilize communication approaches to disseminate and utilize that information for improvement.
• Experience working with US Government or other bi-lateral donors, as well as experience in working with senior government officials.
• Experience working in HIV/AIDS field in sub-Saharan Africa, especially Tanzania, strongly preferred.
• Strong familiarity with US Government reporting requirements, including PEPFAR indicators.
• Excellent written and verbal communication skills in English.
