The International Rescue Committee (IRC) IRC Tanzania is present in the Kigoma Region, Northwestern Tanzania, providing services to refugees and host communities. Approximately 155,000 refugees, the vast majority from Burundi and Democratic Republic of Congo (DRC) receive protection and basic assistance in the areas of Child and Youth Protection and Development, Community Based Rehabilitation for persons with disabilities and special needs, and Gender Based Violence / Women’s Protection and Empowerment (WPE). In addition, IRC also does child protection work in the host communities surrounding the camps, in Tanga region and in Dar es Salaam.

Scope of work
Working under the supervision and guidance of the Education Manager, the position is responsible for managing the protection mechanisms in all Congolese and Burundian schools in Nyarugusu and Mtendeli Camps, including being the IRC contact person for reporting allegations of exploitative acts in schools. Manage complaint entry points; coordinate investigation on allegations of all forms of exploitation in schools and other prevention activities in schools in close collaboration with the GBV prevention/advocacy supervisor, child protection supervisor and Education Manager in both Child Protection and Education units.

Scope of work
Working under the supervision and guidance of the Education Manager, the position is responsible for managing the protection mechanisms in all Congolese and Burundian schools in Nyarugusu and Mtendeli Camps, including being the IRC contact person for reporting allegations of exploitative acts in schools. Manage complaint entry points; coordinate investigation on allegations of all forms of exploitation in schools and other prevention activities in schools in close collaboration with the GBV prevention/advocacy supervisor, child protection supervisor and Education Manager in both Child Protection and Education units.
Key responsibilities
Manage complaint entry points (suggestion boxes and text messages to mobile phones)
Ensure suggestion boxes are located in private areas of every school and away from teacher offices, and other IRC service sites for children including Youth Centers, Child Friendly Spaces and Community Services.
Ensure all suggestion boxes are coded and properly maintained with regular monitoring and retrieval and processing of information.
Conduct weekly checks on the suggestion boxes in every primary school and twice per week on secondary schools and dispatch them according to the nature of the complaint, whether they are related to quality of services or incidents that constitute a breach of code of conduct.
Manage the text messages to mobile phones (hotlines) and record all messages and conversations in hard copy. Make initial response to each complaint received through an acknowledgement of receipt during working hours. When protection concerns are identified, immediate response, including adequate referral, must take place.
Reporting/Documentation
Record complaints using the standard complaint referral form
On a monthly basis, submit a statistical report to the Steering Committee members on the number and nature of complaints received breaking down per school as well as actions taken.
Ensure accurate and correct recording of information, suspicions or concerns as it may be used to pursue legal action;(Correct names of all involved, numbers of witnesses, victims and if possible photo records of the subject, nature of the complaint, description of any visible sign of abuse or other injures including a body map, if helpful, accurate account of what was said by the complainant in her/his own words, any observation made by staff members receiving the complaint, times, locations, dates given, whether anyone else knows or has been given the information, relationship between the complainant and staff member receiving the complaint and immediate protection concerns and/or specific protection requests by the complainant)
Ensure that all reports related to your role are high quality and completed in a timely manner
Communication, Networking, Advocacy & Coordination
Strengthen prevention and advocacy groups in schools through child voice out, child parliament and girls clubs
In collaboration with education officials, identify and orient two teachers per school as SEA receiving focal points (one female and other male) and coordinate effective channeling of complaints
Act as the investigation manager to allow for greater objectivity, support and easier documentation, recording of interview in every investigation case.
Work with GBV and Child Protection teams to ensure SEA survivors are supported in an appropriate manner.
Ensure that the Safe Learning Environments guidelines are implemented in each school.
Facilitating the implementation of plans to meet the needs of complainant and/or victims, specifically their need for protection, including possible relocation and any health/medical needs.
Coordinating and collaborating with other PSEA initiative in Nyarugusu.
Ensure the investigation of complaints is conducted with due regard to a number of key principles including: Confidentiality ,Anonymity ,The safety and welfare needs of school children ,Professional care and competence -,Thoroughness, Independence - Planning and review, Respect for all concerned, Timeframes (i.e. final report submitted within 28 days of receipt of complaint.)
Maintain effective and respectful working relationship with other IRC sectors,partners,MHA and police
Disseminate information on causes for concern and acts of breaches to students in schools
Qualifications
Essential
Bachelors degree, masters degree preferred (Education, Social Work)
2-3 years working experience in Child Protection settings.
2-3 years working experience in Education settings and also working experience with vulnerable groups
Fluent in Kiswahili and English.
