Director of Finance (Job Ref: DF/07/15)
Position summary .
The Director of Finance is responsible for managing the financial and accounting functions of the organization, including the disbursement of funds and preparation of financial statements and financial monitoring reports required by external financiers
Reporting requirements
The Director of Finance shall report to the Chief Executive Officer
Key responsibilities will include:
Designing and maintaining organization’s system of internal controls to safeguards its assets and financiers funds;
Ensuring financiers funds are disbursed according to the applicable credit agreement;
Ensuring financial statements are prepared in accordance with International Accounting Standards and that they present a true and fair representation of organization’s financial conditions and results of operations and cash flows for the periods presented;
Preparing annual 1O-year financial forecast, annual rolling 3-year business plan and annual budgets ..
Monitoring the business plan and budget to actual performance and report to the Board of Directors on a quarterly basis;
Preparing annual and quarterly financial statements for the organisation that comply-with International Accounting Standards and present a true and fair representation of organisation's financial conditions;
Overseeing the audit of the financial statements;
Preparing annual special purpose financial statements for each development credit that comply with the regulations regarding format and content set out by the applicable financier;
Overseeing the auditing of the special purpose financial statements and submitting audited special purpose financial statements to the Board and the financiers;
Preparing and submitting to financiers on quarterly basis financial monitoring reports, or other project reports as required;
Preparing monthly cash management plan that includes projected cash receipts and disbursements;
Making recommendations to the Chief Executive Officer regarding disbursement priorities to ensure that the organization is able to meet its statutory and contractual obligations when due.
Conducting annual tariff review and recommending tariff adjustments, as necessary, to ensure that revenue generate adequate cash inflows to meet projected cash requirements including debt service and organization’s contribution to capital Improvement programs.
Monitoring the performance of the private operator for compliance with the financial provisions of the lease agreement.
Monitoring the performance of all contracts for compliance with financial provisions of their contracts;
Monitoring continuously the risks confronting the organization, including its ability to other measures to mitigate or reduce risk to manageable levels; and .
Monitoring continuously organisation's financial condition and recommend actions to ensure the organisation is able to meet its financial obligations when due.
Key Qualifications:
A Master's Degree in Finance, Economics, or Accounting,
A holder of CPA m or ACCA
Eight (8) years post qualification experience at management level in the field o(Finance.
Required Attributes
Knowledge of water supply and sewerage operations is an added advantage.
Proficiency in Microsoft applications
Self-motivated, team player, strong interpersonal skills, integrity and a result oriented person.
