The Government of the Republic of Tanzania (GoT) Ministry of Health and Social Welfare (MOHSW) Monitoring and Evaluation (M&E) Strengthening Initiative is led by a consortium of funding partners, including the Embassy of the Kingdom of the Netherlands, Global Fund (GF), Government of Norway, U.S. Department of Health and Human Services Centre for Disease Control (HHS/CDC). The Initiative is supported by a consortium of implementing partners including CHAI, UiO, UDSM, CDCF, RTI, IHI and others. The consortium has developed the M&E Strengthening Initiative (MESI) 5 year workplan, which identifies areas of responsibilities for funding and implementing partners. RTI International, with funding USG PEPFAR funding from HHS/CDC is providing technical assistance to the MOHSW as part of this consortium in specific areas of the 5 year workplan.
The primary responsibility of the Senior Technical Advisor – ehealth and ICT Coordination position estimated at 90%, includes the eHealth and ICT Technical Assistance to the MOHSW as part of the MESI. In this primary capacity, the employee will be seconded and directly managed by the MOHSW. Additional responsibility, estimated at 5%, includes RTI reporting requirements. In this secondary capacity, the employee will directly report to RTI. Under this secondment arrangement, RTI will be the employer of record and provide compensation, benefits and payroll for the employee in accordance with RTI policies and practices and local labor laws of Tanzania. This position will be based in Dar es Salaam, Tanzania.
Anticipated Responsibilities:
M&E Strengthening Initiative eHealth and ICT Technical Assistance (90-95%)
- Provide technical expertise for the implementation of the eHealth strategy, including Enterprise Architecture and National eHealth Entity
- Provide technical expertise for the revisions to the integrated costed action plan for implementing the eHealth Strategy
- Provide technical assistance in systems analysis and business process analysis to the MOHSW including gap analysis and human resource requirements to achieve eHealth Strategic objectives and M&E Strengthening Initiative evidence based decision making objectives
- Assist the MOHSW in developing the 5 year ICT implementation plan to fill gaps identified during the ICT assessment
- Provide organizational development technical assistance including capacity building plans, training and job description development for the ICT work package including the ICT Unit development
- Provide technical assistance on developing functional specifications for software applications either new applications or expansion of features of existing applications
- Provide independent technical leadership to support the ongoing implementation of the phased Tanzanian Health Facility Registry
- Working with the MOHSW on ICT operations, total cost of ownership and phasing of implementation of ICT infrastructure at the MOHSW Facilitate consortium meetings and other key stakeholders meetings to gather inputs and requirements for specific data use and dissemination objectives of the M&E Strengthening Initiative
- Support the MOHSW in coordination of activities with consortium partners and other stakeholders related to ehealth and ICT ensuring a high level of communication and cooperation with the MOHSW,consortium partners and other stakeholders.
- Perform other duties as assigned.
RTI Reporting and support (5%)
- Mobilize ICT technical assistance from the RTI team as required by the MOHSW in coordination with the RTI Home Office and provider of the technical assistance
- Complete field-based reporting for technical activities coordinating with the Senior Technical Advisor – Project Coordination.

Qualifications
|
|
- University degree in information systems, systems/business analysis or business and management (Masters or higher required)
- At least 10 years demonstrated experience providing ICT leadership for U.S. Government-funded projects or other internationally funded programs
- A proven track record of building and sustaining effective partnerships with national, regional and district government at senior levels, donors, project partners, and all relevant project stakeholders
- Experience with capacity building, ICT business planning, facilitation and coordination
- Experience developing and overseeing technical and operational teams and activities among multi-disciplinary international teams
- Experience with information systems organizational development including capacity building plans and job description development
- Experience with the Tanzania eHealth Strategy development, costed action plan and initial implementation
- Leadership experience in developing the Tanzanian Health Facility Registry
- A minimum 2 years’ experience working in health information systems
- Experience working with the MOHSW and the Prime Minister’s Office for Regional and Local Government (PMORALG)
- Experience with DHIS2
- Strong oral and written communication skills in English required, including evidence of quality report writing and presentations
- Experience in managing client relations with donor counterparts, USG preferred.
- Published several peer reviewed articles in international journals
- A minimum of 5 years’ experience in large scale government health, education or governance systems analysis with a strong focus on business process assessment
- Demonstrated ability to meet deadlines with quality products
- Strong organizational and interpersonal skills.
