RTI International, in collaboration with the Ministry of Health and Social Welfare (MOHSW)is seeking qualified candidatesfor its project Strengthening HIV Strategic Health Management Systems (HMIS) Activities in the United Republic of Tanzania to Improve Informatics and Data Use within the Health Sector under the President’s Emergency Plan for AIDS Relief (PEPFAR), funded by the US Center for Disease Control (CDC) in partnership with the MOHSW.

Overall Purpose:
The Government of the Republic of Tanzania (GoT) Ministry of Health and Social Welfare (MOHSW) Monitoring and Evaluation (M&E) Strengthening Initiative is led by a consortium of funding partners, including the Embassy of the Kingdom of the Netherlands, Global Fund (GF), Government of Norway, U.S. Department of Health and Human Services Centre for Disease Control (HHS/CDC). The Initiative is supported by a consortium of implementing partners including the Clinton Health Access Initiative (CHAI), University of Oslo, University of Dar es Salaam, CDCFoundation, RTI International, Ifakara Health Institute, and others. The consortium has developed the M&E Strengthening Initiative 5 year workplan, which identifies areas of responsibilities for funding and implementing partners. RTI International, with USG PEPFAR funding from HHS/CDC is providing technical assistance to the MOHSW as part of this consortium in specific areas of the multi-year workplan.
The primary role of the ICT Support position includes providing support to the Head of ICT and ICT staff at the MOHSW in implementing specific work of the ICT Unit. Specifically, he/she will provide technical assistance to MOHSW users, respond to queries and provide troubleshooting support including via electronic and other communication means. In this primary capacity, the employee will be seconded (95% of their time) and directly managed by the MOHSW, and report to the Head of ICT at the MOHSW. Additional responsibility, estimated at 5%, includes RTI reporting requirements. In this secondary capacity, the employee will directly report to the Senior Advisor for ICT and eHealth from RTI. Under this secondment arrangement, RTI will be the employer of record and provide compensation, benefits and payroll for the employee in accordance with RTI policies and practices and local labor laws of Tanzania. This position will be based in Dar es Salaam, Tanzania.
ICT Support position Anticipated Responsibilities:
M&E Strengthening Initiative IT Support (90-95%) – as part of a team of 3 IT support staff
• To ensure the smooth operation of the MOHSW Network Services— Email Services, DHCP, DNS, Domain Controller, File and Printing Services, Website, etc.
• Perform systems and application software installation and configuration following design or installation specifications
• Maintain and Update MOHSW Website in a timely manner
• Work with other MOHSW personnel/units on developing Website content
• Work with other MOHSW personnel/units on developing web applications
• Respond to user inquiries regarding network services, software and network operations to resolve problems.
• Perform timely escalation of pending support-related issues to the Head ICT for further analysis and resolution.
• Oversee the daily performance of MOHSW’s email service, domain controller, directory services, website and other network services
• Maintain system backups, records of daily data communication transaction, problems and remedial actions taken, or installation activities.
• Establish new system requirements or modification in collaboration with ICT staff, users and management
• Develop training materials and procedures and train users in the proper use of relevant hardware and software.
• Prepares monthly reports for the Head of ICTin keeping with established standards
• Participates in disaster response activities of the Ministry, as may be required
• Performs such other job-related duties as may be assigned from time to time by the Head ICT or other duly authorized staff member in his/her absence.
RTI Reporting and support (5 - 10%)
• Complete field-based reporting for technical activities coordinating with the Senior Technical Advisor – eHealth and ICT.
Required qualifications and Experience
• University degree in Computer Science, Information Technology, Computer Engineering or equivalent from a recognized University.
• Understanding of HTML, PHP, Java, MySQL and other Development Experience
• Knowledge of Windows 2008 / 2012,and Linux
• Basic knowledge ofNetworking: Switches, Routers, Hubs, Servers, Cables, Racks, Firewalls, LAN, WAN, TCP/IP, and DNS
• Troubleshooting skills on software, network and communication devices
• Webmaster and Content Management experience
• Excellent communication skills and attention to detail
• Can quickly adapt to changes in a process
• Demonstrated ability to meet deadlines with quality products
