The Capital Markets and Securities Authority was established under the CMS Act No.5 of 1994 for the purpose of designing and implementing purposeful measures which will enable the creation and development of sustainable capital markets that are efficient, transparent, orderly, fair and equitable to all.
1.7 Licensing And Enforcement Manager
1.7.19 DUTIES AND RESPONSIBILITIES
• Assist the Director of Legal Affairs and Enforcement in matters related to licensing, enforcement actions, litigation and implementation of CMSA guidelines;
Examine and process applications for licensing;
Conduct routine' and ad hoc inspection of Exchanges and other licencees
• Examine and process applications for authorization of Collective Investment Schemes;
• Assist in the review of prospectuses;
Carry out Vetting of advertisements and other public announcements relating to capital markets;
• Investigate for breaches of the CMSA Act and Regulations;
• Take part in preparations including briefs and documents for representation of CMSA in court of law
Doing any other duties as may be assigned by her/his superior.
1.7.20 QUALIFICATION AND EXPERIENCE
Bachelor Degree in Law and a Master's Degree in Law (LLM with specialization in Commercial or
Securities Law) or MBA from a recognized University and must be registered as an advocate of the High Court.
• The applicant must also have a relevant working experience of not less than eleven (11) years in a reputable institution.

• Assist in scrutinizing valuation reports from security dealers, fund managers and investment advisors;
• Provide recommendations based on specific financial reports from securities dealers and investment advisors;
• Provide recommendations on solvency and future security dealers;
• Take part in carrying out on site and off site inspections of exchanges and other licensees;
• Performing any other duties as may be assigned by his/her superior
