CAPITAL MARKETS AND SECURITIES AUTHORITY - CMSA
The Capital Markets and Securities Authority was established under the CMS Act No.5 of 1994 for the purpose of designing and implementing purposeful measures which will enable the creation and development of sustainable capital markets that are efficient, transparent, orderly, fair and equitable to all.

1.7 Licensing And Enforcement Manager
1.7.19 DUTIES AND RESPONSIBILITIES
• Assist the Director of Legal Affairs and Enforcement in matters related to licensing, enforcement actions, litigation and implementation of CMSA guidelines;
Examine and process applications for licensing;
Conduct routine' and ad hoc inspection of Exchanges and other licencees
• Examine and process applications for authorization of Collective Investment Schemes;
• Assist in the review of prospectuses;
Carry out Vetting of advertisements and other public announcements relating to capital markets;
• Investigate for breaches of the CMSA Act and Regulations;
• Take part in preparations including briefs and documents for representation of CMSA in court of law
Doing any other duties as may be assigned by her/his superior.
1.7.20 QUALIFICATION AND EXPERIENCE
Bachelor Degree in Law and a Master's Degree in Law (LLM with specialization in Commercial or
Securities Law) or MBA from a recognized University and must be registered as an advocate of the High Court.
• The applicant must also have a relevant working experience of not less than eleven (11) years in a reputable institution.
1.7.21 REMUNERATION
• Attractive remuneration package in accordance with the Institution's Salary Scale.

Records Management Assistant II
1.6.16 DUTIES AND RESPONSIBILITIES
• Monitor files movement;
• Prepare file index and other facilities in order to simplify the availability of the documents;
• Liaise with the national archive for safe keeping of closed files and other documents;
• Analyze and classify records in specified categories; Monitor all correspondences;
• Maintain an updated diary and records for files movements;
• Doing any other duties as may be assigned by her/his superior.
1.6.17 QUALIFICATION AND EXPERIENCE
Secondary Education Certificate and a Diploma in Records Management from Tanzania Public
Service College or any recognized college.
1.6.18 REMUNERATION
• Attractive remuneration package in accordance with the Institution's Salary Scale.

Procurement and Supplies Officer II
DUTIES AND RESPONSIBILITIES
Make follow up on receiving, storing and distribution of all stock items; maintain a location index system in the store;
Issue approved tendering and contract documents;
Manage an archive records of the procurement and disposal process; Maintain a list or register of all contracts awarded;
Mainfain an updated inventory of goods, supplies and materials;
Assist in the process of procurement and tenders as per public procurement act 2011 and public procurement regulations 2013;
Maintain records for each local purchase order;
Doing any other duties as may be assigned by her/his superior.
1.5.14 QUALIFICATION AND EXPERIENCE
Bachelor Degree in Materials Management/Supplies or Public Procurement from a recognized institution and registered by procurement and Supplies Professional Board.
1.5.15 REMUNERATION

Planning Officers 2 POSTS
1.3.7 DUTIES AND RESPONSIBILITIES
• Collect and assist in analyzing data for policy preparation;
• Assist as a research assistant on implementation of capital markets policy;
• Assist in the preparation of quarterly, mid-year and annual work programs implementation reports of the authority;
• Assist in conducting analysis on trend of private sector in relations to investments;
Doing any other duties as may be assigned by her superior.
QUALIFICATION AND EXPERIENCE
Bachelor degree in Economics, Statistics, Planning or its equivalent from a recognized University.
REMUNERATION
Attractive remuneration package in accordance with the Institution's Salary Scale.
HUMAN RESOURCES AND ADMINISTRATIVE OFFICER 11-1 POST DUTIES AND RESPONSIBILITIES
Assist in handling disciplinary matters for junior staff; Collect, analyze and keep employment records;
Assist in attending staff matters regarding recruitments, confirmation, promotions and internal transfers;
Assist in preparation of performance reports and compiling and updating personal particulars for employees;
Assist in coordinating orientation and induction programs; Assist in processing staff welfare issues;
Assist in the interpretation of the scheme of service, staff regulations and various acts related to employees;
Assist in conducting research, analyses and making estimates for the number of employees requiring training;
Assist in monitoring of daily staff attendance
Assist in maintaining regular servicing of office equipment in liaison with procurement unit; Supervise cleanliness of office premises;
Coordinate security, staff welfare and safety matters,
Doing any other duties as may be assigned by her/his superior.
QUALIFICATION AND EXPERIENCE
Bachelor Degree either in Public Administration, Management, Sociology, Manpower Planning or Human Resources Management from a recognized University.
Applicants who attended Lawson Training will have an added advantage.
1.4.12 REMUNERATION

Legal Affairs And Enforcement Officers (4 Posts)
1.2.4 DUTIES AND RESPONSIBILITIES
• Assist in advising on legal matters related to the Authority;
• Assist in dealing with legal routine correspondences addressed to the Authority;
• Assist in administering compliance to the terms of agreements and contracts entered into by the
Authority;
• Assist in examining and processing applications for licensing;
• Assist in reviewing of prospectus;
• Assist in examining and processing of applications for authorization of collective Investment
Schemes;
• Take part in carrying out on site and off site inspections of Exchanges and other Incenses
• Assist investigating for breaches of the CMSA Act and Regulations/Rules
• Doing any other duties as may be assigned by her/his superior.
1.2.5 QUALIFICATION AND EXPERIENCE
• Bachelor Degree in Law (LLB with specialization In Commercial or Securities Law) from any recognized University/Institution and who have passed a recognized practical legal training or undergone an internship program recognized by the Attorney General.
1.2.6 REMUNERATION

1.1 Financial Analysts 4 Posts

1.1.1 DUTIES AND RESPONSIBILITIES
• Assist in analyzing companies which apply to go public;
• Assist in the analysis of financial and operational pertormance of dealers, investment advisors and exchanges;
• Assist in analyzing and reviewing financial and operational reports of listed companies;
• Assist in scrutinizing valuation reports from security dealers, fund managers and investment advisors;
• Provide recommendations based on specific financial reports from securities dealers and investment advisors;
• Provide recommendations on solvency and future security dealers;
• Take part in carrying out on site and off site inspections of exchanges and other licensees;
• Performing any other duties as may be assigned by his/her superior
1.1.2 QUALIFICATION AND EXPERIENCE
• Bachelor Degree in Finance or Accountancy from a recognized University.
1.1.3 REMUNERATION
• Attractive remuneration package in accordance with the Institution's Salary Scale.
