International Business & Technical Consultants, Inc. PROPOSAL SUMMARY
IBTCI is currently seeking a Senior M&E Specialist for an anticipated Monitoring and Evaluation Support Project in Rwanda, funded by USAID. This Project will provide a range of technical assistance to USAID/Rwanda’s portfolio of programs which focuses on: agriculture/food security; Democracy, Rights & Governance; Ecnomic Growth and Trade; Education; Global Health; Water; Community Development and Civil Society Capacity Building.
Technical services provided under this contract are expected to include:
- Evaluation Assistance
- M&E Mission Training and Technical Assistance (TA)
- M&E Support for Implementing Partners
- Review/establish Baselines and Targets, including Surveys and Studies
- Strategic Communication and Strengthened Collaboration
- Support Implementation of the Mission Performance Management Plan (PMP)
- Collection, Analysis and Reporting of PMP data
- Data Quality Assessment (DQA)
POSITION SUMMARY
The Senior M&E Specialist will provide technical leadership to the program. Expected responsibilities include:
- Lead and oversee the review of project level M&E plans;
- Support technical work such as reviewing reporting methods, carrying out training needs, designing reporting tools and advising M&E technical assistance;
- Oversee, recruit for, and participate in evaluations and assessments throughout the life of the contract;
- Ensure the short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise;
- The Senior M&E Specialist may also serve as the evaluation team leader of select evaluations conducted under this contract to be identified;
- Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract;
- Responsible for the design, quality, development and completion of all assessments, analytical reports and evaluations.
QUALIFICATIONS
- An advanced university degree in international relations, economics, statistics, political science, public policy, or other relevant field;
- Indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting;
- Providing guidance to technical teams in developing and updating performance monitoring plans;
- Creating and managing performance monitoring plans;
- Leveraging performance monitoring data for improving ongoing project management;
- Designing and implementing evaluations of development interventions;
- Designing and field testing surveys and other data collection instruments;
- Designing, working on and preferably leading an evaluation team;
- Project management skills are desirable;
- Familiarity with USAID policies related to evaluation and performance management highly desirable;
- Fluency in English required, fluency in French highly desired.
