Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of Information and Communication Technology (ICT) systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

The Project Section provides ICT services to Safeguards Divisions and Member States. The Section serves multiple roles. It provides business analysis and information architecture services including integration of solutions developed in the IAEA and third-party solutions into the IT environment. It undertakes quality assurance and testing for all delivered products and provides project management services to the Division including contract management.

Main Purpose

Reporting to the Team Leader of the Business Analysis Team, the Information Analysis Engineer has the responsibility to plan, design, develop and deploy solutions aimed at integrating information and structured data feeds and applications both developed internally and from third-parties, into information systems needed by the Department of Safeguards. The Information Analysis Engineer determines how existing applications, legacy systems, databases, Web interfaces and/or hardware logic, which may be currently operating on multiple platforms, work together to meet the new and emerging Department of Safeguards enterprise requirements. The Information Analysis Engineer develops methods to efficiently reuse existing components.

Role

The Information Analysis Engineer's role is to participate in the planning and coordination of the integration of applications and technologies within the organization's IT environment and he/she performs solution development and implementation activities related to it. The specialist works (1) to improve business processes via integration, or to minimize the impact of integration on those processes, (2) on the creation of an integrated information repository to support Information Analysts in Safeguards and (3) to the integration of information artefacts and software components into products providing enhanced analytical capabilities.

Partnerships

The Information Analysis Engineer works with Business Analysts and Architects to understand business requirements and develop detailed design specifications. He/she works with the Safeguards and non-Safeguards users and software development, change management and infrastructure teams to test, promote and deploy developed solutions. The Information Analysis Engineer will also participate in component and data architecture design, software product evaluation and buy versus build recommendations.

Functions / Key Results Expected

  • Plan, co-ordinate and oversee activities related to the integration of developed software applications and Commercial Off The Shelf (COTS) systems within the Safeguards Department infrastructure.
  • Participate in the Department's application development projects as the Information Analysis Engineer and solution provider, with the overall aim of providing well engineered, secure and integrated solutions.
  • Perform services and applications integration in a Service Oriented Architecture (SOA) environment.
  • Test the interoperability of software integrations with implementation teams and vendors to ensure the stability and reliability of data flow and consumer access to data.
  • Create custom code as needed to enhance existing applications.
  • Utilize practices and tools for data extraction, queries, and data manipulation in accordance with business processes.
  • Work to improve business processes via integration, or minimize the impact of integration on those processes.
  • Evaluate results of integration projects, then report and make recommendations based on findings.
  • Work within the business analysts and technical team to evaluate/enhance/document existing processes.
  • Propose, develop and conduct proof of concepts for innovative software tools, technologies, and application frameworks. Maintain deep levels of involvement in the implementation process.
  • Analyse user requirements for reports, forms, queries, and data extraction and develop necessary tools.
  • Conduct technical evaluation and proof of concept to evaluate software products from external vendors and report on the proof of concept as a technical expert.

Knowledge, Skills and Abilities

  • Experience in developing information integration strategies, reference architectures, blueprints and roadmaps at an organisation or department level.
  • Strong knowledge in multi-tier application architectures.
  • Knowledge of application and business process, as well as rules management frameworks and enterprise and application integration frameworks.
  • Deep technical knowledge and understanding of SOA principles and Integration patterns.
  • Knowledge of relational database design and management techniques.
  • Strong knowledge of system and software quality assurance best practices and methodologies.
  • Good understanding of ETL (Extract, Transform and Load) technologies and tools that interface with various applications across the organisation
  • Able to conduct research into application integration issues and products.
  • Thorough knowledge and understanding of secure computing infrastructure design and operation.
  • Project management skills: Good knowledge of and practical experience in disciplined approaches to project management.
  • Documentation: Excellent skills in producing well-structured technical documents and operational procedures.
  • Team skills: Proven ability to build team spirit and to recognize the contribution of others.
  • Communication skills: Good communication skills, including effective presentation skills.
  • Strong interpersonal skills to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity.

Education, Experience and Language Skills

  • Advanced university degree in fields related to information technology, computer science or related engineering field.
  • Minimum of seven years working experience in the relevant field(s) mentioned above, especially in an environment with significant IT security constraints.
  • Minimum of three years recent hands-on experience in application integration and software development.
  • Minimum of two years' experience in a technical role implementing SOA solutions.
  • Experience in the linking of cross-functional applications between disparate systems.
  • Experience with technical requirements analysis, process modelling and/or methodology development, and data mapping.
  • Practical experience in producing functional specifications and formulating solutions to meet user requirements.
  • Practical experience with IT service quality standard processes and service delivery (for example, The Information Technology Infrastructure Library (ITIL)).
  • Fluency in written and spoken English essential. Working knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) as well as German desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 611 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $46 043*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
