JOB TITLE: Agriculture Economist
GRADE: Professional, Level 3 (P3)
SALARY SCALE:    COM$ 42,239 – COM$ 51916 per annum plus allowances
DIVISION: Investment Promotion and Private Sector Development
REPORTING TO: Director, Investment Promotion and Private Sector Development
PURPOSE OF THE JOB
Initiating ideas which when implemented will develop Agriculture; improve food security situation as well as increase production and trade of Agricultural commodities in the COMESA region.
TASKS
Under the direct supervision of the Director of Investment Promotion and Private Sector Development, and the general guidance of the Assistant Secretary General (Programmes) the incumbent will perform the following duties:
  • Assist in implementing the provisions of the COMESA Treaty and Protocols relating to Co-operation in Agricultural and Rural Development Sector.
  • Assist member States in promotion of agricultural development that would lead to the production of surpluses in food, the establishment of adequate storage facilities and strategic grain reserves;
  • Assist member States in prevention of pre-and post-harvest losses;
  • Assist member States to implement programmes in the livestock, forestry and fisheries subsectors.
  • Promote the harmonization of policies, strategies and regulation relating to phyto-sanitary and sanitary measures without impending the export of crops, plants, seeds, livestock, livestock-products, fish and fishery products;
  • Assist in the development of agro-industries by fostering strong linkages between agriculture and industry;
  • Assist member States in the promotion of a conducive and enabling environment for the achievement of food security;
  • Mobilize resources for the implementation of projects in agriculture;
  • Assist in promoting the region as a destination for investment in agriculture;
  • Keep abreast with changes taking place at the World Trade Organization, and other multi-lateral agencies, in the area of agricultural policy (including intellectual property rights and bio-technology issues) and analyse the effects these proposals will have on agriculture development in the region; and
  • Any other related duties that may be assigned to you by the Director of in Investment Promotion and Private Sector Development or the Assistant Secretary General (Programes) from time to time.
EDUCATION
At least a Master’s degree in Agricultural Economics or related field. A Ph. D degree in Agricultural Economics would be an advantage.
EXPERIENCE
A minimum of ten (10) years experience working in the field of agriculture either in the private sector or the public sector or both, as well as regional and international organisations.
WORKING LANGUAGE REQUIREMENT
Must be fluent in English and/or French and/or Arabic (speaking and writing). A combination of any two or all of these languages will be an added advantage.
JOB TITLE: Translator – English- Arabic
GRADE: Professional, Level 3 (P3)
SALARY SCALE:    COM$ 42,239 – COM$ 51916 per annum plus allowances
DIVISION: Administration
REPORTING TO: Chief of Conferences
PURPOSE OF THE JOB
Facilitating communication between anglophones and Arabic speaking Countries through the medium of translation.
TASKS
Under the direct supervision of the Chief, Conferences Unit and the general direction of the Director of Administration the incumbent will perform the following functions:
  • Translating working papers for meetings for all divisions in the Secretariat, reports, letters and other documents from English into Arabic;
  • Proofreading and revising all documents which have been translated;
  • Checking and revising all documents translated by freelance translators hired by COMESA; and
  • Any other related duties that may be assigned by his/her superiors from time to time.
EDUCATION
Minimum Bachelors in linguistics Degree or equivalent professional qualification in translation. A Postgraduate degree in linguistics would be an added advantage.
EXPERIENCE
At least eight (8) years experience in translation of English to Arabic at international level.
JOB TITLE: Telecommunications Officer
GRADE: Professional, Level 3 (P3)
SALARY SCALE:    COM$ 42,239 – COM$ 51916 per annum plus allowances
DIVISION: Infrastructure Development
REPORTING TO: Director, Infrastructure Development
PURPOSE OF THE JOB
Create an enabling environment for the free flow of goods and services and for the movement of people in the Common Market.
TASKS
Under the direct supervision of the Director of Infrastructure Development and overall direction of the Assistant Secretary General (Programmes) the incumbent will perform the following duties.
  • Designing strategies for development of telecommunications in the COMESA region by;
    • Preparing plans for achieving network inter connectivity in the COMESA region
    • Evolving policies to encourage investment in the telecommunications sector
    • Drawing programs for improvement of maritime communications and
    • Planning the manufacture of telecommunications equipment within the region
  • Preparing tarrif harmonisation programs in telecommunications by;
    • Designing and monitoring the implementation of tariff harmonisation schemes in COMESA region and
    • Facilitating the implementation of the sender- keep- all scheme among the Member States
  • Initiating the Regulatory Framework in Telecommunications by;
    • Developing common regulatory frameworks to be adopted by all Member States
    • Instituting frequency spectrum management framework and
    • Ascertaining the feasibility of establishing a regional agency to regulate telecommunications services in the region.
  • Developing Rural telecommunications by;
    • Designing the tele-trade centre
    • Setting up the tele –medicine policy in the region and
    • Drawing a global mobile satellite program for improvement of the new technology in telecommunications
EDUCATION
A minimum of a Post graduate degree in Telecommunications, Economics or Engineering
EXPERIENCE
A minimum of 10 years experience in the management of infrastructure and special strengths in at least one infrastructural field e.g. Transport, Telecommunications and or utility economics models.
JOB TITLE: Senior Investment Promotion Officer
GRADE: Professional, Level 4 (P4)
SALARY SCALE:    COM$ 51,070 - COM$61,438 per annum plus allowances
DIVISION: Investment Promotion and Private Sector Development
REPORTING TO: Director, Investment Promotion and Private Sector Development
PURPOSE OF THE JOB
Initiating a series of actions which, when implemented will create a more conducive, environment for investors and allow COMESA to become a Common Investment Area.
TASKS
Under the direct supervision of the Director of Investment Promotion and Private Sector Development and overall direction of the Assistant Secretary General (Programmes) the incumbent will perform the following duties:
  • Assisting in implementing the provisions of the COMESA Treaty and Protocols relating to Investment in the productive and-service sectors;
  • Assisting member States in promotion of cross border investments;
  • Assisting in the harmonious and balanced development among the member States;
  • Promoting the co-ordination and exchange of experiences among the National Investment Promotion Agencies;
  • Assisting the development of mechanisms for attracting investment capital into the region;
  • Assisting member States in the promotion of a conducive and enabling environment for investment;
  • Assisting in development of programmes for capacity -building;
  • Assisting in promoting the region as a destination for investment;
  • Keep abreast with changes taking place at the World Trade Organisation, and other multi-lateral agencies, in the area of investment policy (including intellectual property rights) and analyse the effects these proposals will have on investment in the region; and
  • Carry out any other related tasks that maybe assigned from time to time by his/her superior.
EDUCATION
A Master’s degree in Banking or Economics or Business Administration. A Ph.D. in any of the above areas would be an added advantage.
EXPERIENCE
A minimum of ten (10) years’ experience working in the Private Sector or an agency dealing with investment issues (such as a National Investment Centre) or both.
WORKING LANGUAGE REQUIREMENT
Must be fluent in English and/or French and/or Arabic (speaking and writing). A combination of any two or all of these languages will be an added advantage.
