CARE Somalia is seeking to hire a consultancy firm or individuals to conduct a water market and access study for rural and peri-urban communities in 16 villages in Karkaar, Nugaal and Mudug regions of Puntland state of Somalia. The findings of this study will be used to formulate market-based, public-private partnership approaches and capacity-building / business development efforts to strengthen the availability of affordable and desirable water and sanitation services to low-income rural households.

Project Title Basic and Sustainable WASH for the MDGs - Puntland State, Somalia
Target Group
The project emphasis is on the needs of women, children and the vulnerable, consistent with CARE’s Country programme’s strategic plan. Women groups will be given an important voice in planning processes throughout the project. The project will address their need for having enough safe water close to the home, safe faecal management and dignity through a household latrine, inclusion through community hygiene promotion, children’s hygiene and sanitation training. In addition, women will be given a chance to take on a lead role in water related SMEs. Overall, the project aims to reduce risk against the multiple factors causing diarrhoea, reportedly the main cause for child deaths in Puntland.
Specific Deliverables
In reference to the scope of work, the consultant is expected to lead and accomplish the following:
i) Inception report and presentation. ii) Oral presentations of summary findings, mappings and recommendations to stakeholders. iii) Final report (English).
Qualifications of the Consultant
• The consultant / consultancy firm needs to have a track record of at least five (5) years’ solid experience in social market surveys/study especially in wash and related linkages in the context of ASALs and / or conflict – pruned settings • The consultant shall be a social scientist with at least BA degree or equivalent from a recognized institution. • The experience should include exposure in water and sanitation policies, investments, O & M, and management regimes that prevail in Somalia or countries with similar conditions, and particularly in the area of market transformation; capacity building and social entrepreneurship in the realm of Public-Private Partnerships (PPP). • Experience working in rural and informal markets is essential A detailed Terms Of Reference (TOR) is available on demand through the address below.
