2. JOB
PURPOSE:
Manage
all aspects of project management related to Quick Impact Projects (QIPs) and
small construction projects in the mission area.
3. MAIN
DUTIES AND RESPONSIBILITIES :
•
Prepare plans, technical designs and quantity
estimates for Quick Impact Projects (QIPs), small construction projects in the
mission area and other small engineering projects as required;
•
Manage
and oversee the implementation of projects;
•
Review the Bill of Quantities (BoQ), cost
estimates and other related documentation prepared by design companies and
assess compliance of BoQ and cost estimates with requirements of the project,
construction codes and local laws related to the civil works and construction;
•
Review and asses the relevance of the volume
and description of works as well as specifications, quantity and unit costs of
materials used BoQ;
•
Identify overall quality and relevance of the
BoQ and cost estimates prepared by the design company;
Provide
written reports (certification) whether
BoQ are compliant
with the level
of services
required under renovation project;
•
Provide
assistance in the preparation and start of tendering procedures;
•
Consult on questions related to the design
and BoQ, received from potential bidders during tendering procedure;
•
Participate
in the evaluation of bids – assessment of offerors’ competency and experience;
•
Analyze
measures, quantities and description of each item in the offers against the
original BoQ;
•
Analyze and review the offered unit rates
against the cost estimate in correlation with BoQs and assess whether they are
realistic;
•
Provide written reports (certification)
whether the offered unit rates are realistic and in accordance to local market
conditions;
•
Analyse and review if the offered technical
specifications are in accordance to the advertised ones;
•
Provide written reports/assess as to how much
the offer deviates from internal estimate and possible reasons in case of
significant deviations; and
•
Perform
any other duties as required.
4.
QUALIFICATIONS
BS in Civil, Structural, Environmental
Engineering or BA in Architecture with specialization in the highlighted areas
as indicated under the competencies section. Higher degree or professional
certification in specialized area is an asset.
5.
EXPERIENCE
Senior professional level with a minimum of
five years practical experience in the specified field. International
experience is an advantage. Knowledge of procurement, tendering and contracting
regulations, requirements of international organizations. Experience in working
in complex environments and infrastructure and/or civil works. Strong project
management experience is required.
6.
SKILLS AND COMPETENCIES REQUIRED
•
Ability to work closely with governments,
NGOs and multi-lateral institutions in complex political affairs, peace and
security undertakings
•
Computer
literate and well versed in the use of the Internet, Power Point, Excel and
Word
•
Excellent
writing, negotiating, analytical and communication skills
•
Ability
to identify priority activities and assignments and to adjusts priorities as
required
•
Ability
to work in a multicultural setting
•
Must
be prepared to work in a hardship highly pressurised and sometimes hazardous
environment
7. AGE
REQUIREMENT:
Candidates must
preferably be between 30 to 45 years old.
8. LANGUAGE
REQUIREMENT :
Fluency
in spoken and written English is required. Knowledge of other working languages
of the African Union would be an added advantage (Arabic, French and
Portuguese).

10. TENURE
OF APPOINTMENT:
The appointment shall be for an initial period of one (1)
year, the first three (3) months of which shall be on probation. It shall be
renewable subject to performance and availability of funds.
11. REMUNERATION:
The salary attached
to the position is an annual lump- sum of US$98,761,90inclusive of all
allowances for internationally recruited staff, and
US$ 87,158.31inclusive of all allowances for locally
recruited staff
