HR and Admin Officer Location: Akobo east

Save the Children in South Sudan is looking for highly skilled and qualified persons for the following positions:
Job Title:             HR and Admin Officer
Location:            Akobo east
Period:                 5 months with possibility of extension
Job Purpose
Under the direction of the Field Manager(Akobo) with technical support from Area HR Officer, the HR & Admin Officer shares in the overall responsibility for the facilitation and implementation of the Akobo Office Human Resources management. The HR & Admin Officer in his/her capacity is responsible for Human Resource Management; and the planning, coordinating, monitoring, and administration of the Performance Management of the field office in Akobo.
Key Responsibilities:
Recruitment
·         Ensure that there are systematic processes for recruitment and selection as per the organisation practice. This would include, appropriate child safeguarding measures, transparent and systematic processes, fair treatment of selection of candidates
·         Advise the recruiting managers on the recruitment process, by preparing and share the weekly recruitment tracker but also perform the following; drafting advertisements; getting approval from internal and external, screening of applications; interview call letters; and coordination of interviews; organizing travel payment for interview participants, evaluate and document processes and costs of  recruitments
·         Ensure timely follow up with both internal and external applicants and ensuring feedback is provided by the recruitment manager where appropriate.
·         Support and make sure that recruiting managers are aware of and adhere to local procedures this includes induction process.
Issuing contracts
·         Ensure that all data required for approval of contracts is provided with the contracts, before submitting to the Country Director.
Induction
·         Prepare and maintain induction packs that include key documentation on programmes and SC policies.
·         Support the Human Resources Manager  and Recruiting Managers  in induction for all new national staff in the field and prepare an agenda for line managers to ensure availability to attend  induction sessions.
·      Meet with newly appointed staff to go through the specific polices that relate to their employment with SC within the first week of appointment.
·         Ensure all staff have all relevant Save the Children policies and procedures with respect to Code of Conduct, Child Safeguarding, Whistle blowing Policy, Fraud and Dishonesty policy, health and safety, equal opportunities and other relevant policies. Ensure that all staff sign the disclaimer form for receiving, reading, complying the relevant policies and this form is attached in their personal files
·         Keep Managers updated on probation period end dates and ensure assessment has been completed by Managers before a staff member is confirmed in their post.
Contracts
·         Ensure that all staff at the field base have written and valid contracts of employment and job descriptions in line with agreed national terms and conditions, on day one of employment.
·         All staffs have received as a minimum, Job specification, Letter of appointment. Employment contract
·         Ensure Managers are kept up to date on end of contracts and staff receive the standard notice period.
·         Coordinate all end of contract details with HR Officers in Juba in consultation with budget holders in the field.

Staff Files
·         Ensure that all staff have a personnel file containing as a minimum as per the personel file checklist toolkit
·         Ensure that all employee data (paper and/or electronic) is kept securely with clearly defined access levels and an up to date list of all current staff is available
HR Records and Database
·         Prepare and maintain all personnel records (leave records, performance reviews reports, promotions, transfers, maintain all confidential documents pertaining to personnel and HR matters) and  reports on Quarterly basis employee turnover report, Update employee database)
·         In coordination with HR Administrator prepare monthly HR updates which will include leave tracker last week of each month, recruitment tracker every Friday on weekly basis, Staff Master list every first week of following month, File Audit checklist last week of each quarter, performance reviews and probation tracker last week of each month and staff contact list for all field based staff and share this with HR Juba every last week of each month.
·         Provide Payroll action points to Juba HR Officer for dealing with payroll  by 10th day of each month
Policies and Procedures
·         Ensure that HR practices are compliant with local labour laws and regulations
Communications
·         Liaise with other departments and units for information sharing – e.g. provide details on salary (increments and newly appointed staff), leavers, leave takers,  on a monthly basis
Terminations
·         Prepare all documentation for payment of terminal benefits once notification is officially received that a staff member is exiting from the organization.
·         Ensure that payments are made within one week of leaving.
·         Ensure that all staff are provided with an opportunity to debrief with a manager before leaving the organisation. All departing staff will complete an exit interview before they depart, conducted by the line manager, filed with HR and pertinent lessons shared with appropriate colleagues
Provide support to supervisors and staff to develop the skills and capabilities of staff.
·         Ensure that accurate job descriptions for national staff are in place and provide advice with writing job descriptions
·         Provide advice and assistance when conducting staff performance evaluations. Ensure appraisals are tracked and outcomes of discussions filed and captured by HR and Admin.
·         Identify training and development opportunities and organize staff training sessions, workshops and activities
·         Process employee requests for outside training while complying with policies and procedures. Access funding for training and propose training needs with supervisors.
·         Provide basic counseling to staff members that have performance related obstacles

Person specification

·         Educated to degree level, with a postgraduate qualification in Human Resource management or Training and Development or equivalent.
·         5 years NGO experience in the same post of Human resource and Admin
·         Knowledge, experience in  training and staff redevelopment policy design, formulation and development
·         Strong management skills including  analytical skills, judgement and decision making
·         Resourcefulness and creativity in order to develop the role of human resource training and development within the programme and ensure the most effective support to line management.
·         Proven track of records in capacity building and training and development
·         Proven track of records in implementing robust performance systems
·         Highly developed communication skills both written and verbal in order to establish effective relationships with internal and external audiences
·         Ability to work collaboratively with human resource management and training and development  colleagues
·         Proven ability to work in a multi-cultural environment and respect local religions and culture.
·         Excellent communication skills and the ability to lead train and motivate staff with a commitment to capacity building.
·         Commitment to and understanding of Save the Children’s aims, values and principles.
·         Must be south Sudanese with Valid NATIONAL ID

 

Desirable

·         Experience of working in the field of training and development at managerial level
·         Good negotiation skills
·         High levels of self motivation, integrity, commitment and enthusiasm
·         A person with positive attitude
